It was sitting in front of the empty lots at 7th & 2nd this morning, guess it's on a tour?
It's to keep the crusties away. When they see the fence they'll think someone else has claimed the spot and will move on. Probably to the front of Stage.
Illegal barricade blocking of the sidewalk. Ticket and fine the building owner then take the fence away.
