I don't know SS, but I know that locals come at her constantly with one complaint or another, so she has more than enough to do than pick fights. If she's pushing this, it's because one or more nearby residents are pressing her. They are the ones who need to be addressed. They are not late at night, they are infrequent, they do not incite violence or other negative activities. Music is culture. It's positive.
