I think I even predicted this in one reply or another. They know they will be able to give out more tickets-stealth tax. Its the same thing as when the conductor shuts the door while people are still boarding and the cops stand there and hand out tickets to people trying to get on 'for holding the doors'. If you have a valid MTA card, you should be able to board the bus. But that is too simple, isn't it. They can't dish out more fines.
