I saw the guy tying this earlier. At first I was thinking how it wouldn't do a thing, but it looks like he was pretty thorough, and it looks like a much better strategy than just tipping the bins over and putting them right next to buildings.

I saw one lone Sanitation Man emptying the trash on Avenue A. The prevention of flying missles is very important.
