The developer knows that his target tenant will be NYU male students who can afford this ridiculous rent and would prefer to live in barracks instead of a small apartment with maybe one roommate. These students are immature and socially awkward so what help those with this condition, booze. What does the EV have more than any other part of town? Bars and bars passing as restaurants. The EV for some reason still has the reputation of an "anything goes" neighborhood which was pretty much the motto of the alternative lifestyle bunch such as squatters and now middle aged punks. NYC housing law restricts roommates to only one unrelated individual unnamed on a lease, and that is if only one person is named. If two people are named, then no more roommates are allowed by NYC law, no matter what the landlord allows.
