Regardless, securing a liquor license will be a challenge.
As Patrick Hedlund at DNAinfo reported back in August about the rental:
“We don’t think you can get a liquor license at this point because of so much negative history,” said Debra Stelnik, a broker for Coldwell Banker, noting her client is growing desperate to bring in a new tenant.

So is the karate dojo currently on the second floor just subletting? There had been some kind of internet startup there for a while. a 10% rent reduction isn't going to get a restaurant without a liquor license in there. You'd probably have to spend twice the key money to revamp it and still be BYOB. Maybe a gym or something? It's big enough.
