When you put out a lot of trash bags on St. Mark's Place Saturday evening

You are treated to this on Sunday morning here in the Bubble Tea District between Second Avenue and Third Avenue...



Looks like the remains of someone's apartment. Contents include two basketballs and one bag of thawed frozen waffles.

  2. It is also an issue at the EARTH School on ave B.. Garbage is a mess and takes up half the street.. They need a Container that has a cover.

  4. Will the Sanitation Department enforcement division issue summons? It's a difficult situation on many blocks; people put out properly bagged items, and people come along and break them open (pace, I know about those who are gathering bottles and cans and live off the returned deposits). What are store owners and tenants supposed to do that they are not doing?
