Misleading headline. The neighbors aren't asking ConEd. The tree is. As the update shows, it doesn't know the details of the various bureaucracies, but at least it probably made its own paper.

I'm not defending them, just saying you can water the tree yourself.
ConEd probably wants the tree to die so they can get their hands on more parking space.
