    I'm just staggered that a city is always crying broke can spend $16 million dollars on this cosmetic stuff, Bloomie's legacy. BTW, 6 months later, Cooper Square is still closed, apparently it is used as a storage area for the "avoveground" work, you can enjoy all the crushed plants and piles of garbage if you walk past.
