ReplyDeleteI asked one of the police officers that are always out on 8th and D - they said it is set up as a deterrent, and that they do not know of any specific incident.

ReplyDeleteIt's not just Jacob Riis.. These lights are out up in different projects.. Saw them in Harlem and a friend saw them in two other projects
