As several people have pointed out...the base of the tree looks rotted out... without any/many roots...

Another possible cause: Rot due to the soil well-meaning people who thought they do the tree a favor by filling the planter box. Whenever folks do that (or add so much mulch that it touches the bark of the tree) the base of the tree can begin to decompose. See Top 10 Ways to Kill a Tree With Kindness
