How long will this booted Dodge Durango sit here on 11th Street?

An EVG reader shared this photo... of a new-model Dodge Durango — parked with a boot — on 11th Street between Avenue B and Avenue C.

The boot arrived toward the end of September. The next day, the reader and a friend saw a young couple very thoroughly washing the vehicle inside and out. 
We assumed maybe they were killing time while waiting to have the boot removed. Hours later we came by again and the vehicle had been stripped clean of license plates, registration information, VIN, etc. 
The vehicle has sat here without plates and with deflated tires all of October.

Heading into November, the reader wonders how much longer the SUV will sit here. Perhaps it needs to be towed into the Avenue A bus lane to garner some city attention?

Sanitation are able to remove a vehicle without license plates only if it has a value of less than $1500 so this vehicle will not be removed. This is the result of not metering the curb, it is free for all to store their vehicles for free. People don't move their cars except in and out when the street sweeper comes. This is a waste of public space used by only 20% of area residents who own cars.

The abandoned van with NJ plates was parked on 6th St east of 1st Av for a year before it was removed for street paving. There's an abandoned vehicle on Ave B between 11th and 12th, fake paper license plate expired in April. Ave B was paved last year so it will stay there for 4 or 5 years.

It's such a waste of a perfectly good dining shed location. Maybe for a drive-in concept place.

The booting company charges $25 a day for each day after the boot is installed so the longer it sits there the more the owner will have to pay. It adds up.

It's such a waste of a perfectly good Citi Bike and scooter station, not.

Or maybe it's a new pop-up resto concept--driving from the suburbs and parking it like it's hot and dining in the EV. You never what these foodies and "celebrity" chefs will come up with.

Has anyone even considered that the car may have been stolen and just abandoned. It has two flats already.

Same grey mani van parked across the street from PS 63M. 4th street between first and avenue A. One Year! Florida Handicap plates and permit. 3 flat tires. Can you top that? Used for strorage.
