"Cash buyers only" isn't as shady as it sounds. If the building has too many rental tenants (as opposed to owner tenants) or too many units owned by a single owner, among other reasons, banks will not give mortgages for apartments in that building. The fear is that if the one large owner goes belly-up, the whole building has a problem. If you happen to be one of few owner-tenants, you can only sell to cash buyers.

I would cut off my legs and drag myself up the stairs to be able to live on a TOP floor like this with no running, stomping, thumping, a-holes upstairs.
(sorry, I have really loud neighbors living above me)
