On closer inspection (H/T Steven!), this outpost of the quick-serve chain based in California wasn't open just yet ... with a worker stating they would be ready for guests next week.
A look inside the establishment, the former AT&T store and the Vitamin Shoppe, shows just a few tables for indoor Panda Expressing. However, there are three tables (no chairs!) (randomly?) set up on the 14th Street side of the storefront.

There was a homeless man yesterday morning using the tables to hold up a structure he created, which he was sleeping under.
Oh no they won't be dining outside..There is a whole Community of layabouts living right OUTSIDE the store on the Avenue next to Panda Express.
They did a great job with the painting. Looks sharp.
I didn't realize the panda could survive outside the food court mall..

I am looking forward to some Panda chicken in orange sauce. I know it is not a healthy choice, but once in a while I really crave it!
Local shops like Mee now face corp chain. Ugh. Give us back a VITAMIN STORE, and a GENUINE GROCERY STORE (no Tj's is not a real supremarket).
