It sits outside Bel-Fries, though we haven't seen anyone use it in... years.
Restaurants were to remove all the streeteries by Nov. 30 as part of the new Dining Out NYC program. The DOT oversees the outdoor dining program and will fine a business $500 on the first offense and $1,000 for each violation until structures are removed.
It's not immediately clear why this abandoned small structure remains in place.
This is the only one we’ve seen left in this area. Has anyone seen others around NYC?
Under the city's new guidelines, enclosed, year-round roadway dining structures are no longer permitted. The revised regulations stipulate that roadway cafes must now be open-air, easily portable, and simple to assemble and dismantle. Additionally, these establishments are restricted to operating only from April through November. (Sidewalk cafes are permitted year-round.)

Have you seen the absurd shed structure built by Wu’s Wonton King on the corner of Rutgers and East Broadway? Despite valid complaints and the fact that it illegally occupies the entire sidewalk, both the DOT and DOB have turned a blind eye to this blatant violation and monstrosity.
First, go to 311 outdoor dining complaint. When that doesn't work, write directly to diningoutnyc@dot.nyc.gov -- tell them where the scofflaw shed is, send a photo and be sure to use your own email so they can write back to you. Amazingly -- they do!
Yo that one is insane! How that was ever there for so long is amazing. Shanytown taking over the whole sidewalk right in the middle.
