i think thats tha CIA too.
There's something weird going on with the streets in our 'hood. Third street has been re-paved and torn up and repaved annually for years. There can't be any functional rationale for this, can there?
This happened last time they repaved Ave A as well. Laid down new asphalt; week later con Ed or Verizon (don't remember which) started jack-hammering and cutting up the whole thing.
