Because the bike is stolen from the get go. You see them all the time with drug dealers especially on south side of 14th Street between Ave A and 1st Ave, opposite the Mike Deli which is their HQ.
My impression is that folks steal citibikes (by checking to see if any are not properly docked, which I have seen them doing, or by other means) and dump them when done with them.
They steal the bike with stolen credit cards. I saw them at work at the payment station. There are so many stolen citi bikes in the EV, that's impossible that so many people are docking them loose.
This one cellar/basement access way is still around? I thought the city had gotten rod of all of them with those metal gates with padlocks. These access ways were prevalant back in the 80’s and earlier.

this is something I don't understand : they have your CC info, you get charged something like $1200 if a bike goes lost ... why do people do this ?
Perfect. This should be the model for all of the Citi Bike docking stations. They finally got it right.
