The Urge aims to move to Avenue B

This month's CB3/SLA Licensing Committee meeting is coming up on Monday ... we continue to look at some of the applicants in advance of that meeting ...


• Urge (Prince 28 LLC), 14 Ave B (op)

This has been a popular space for applicants in recents years ... CB3 has shot down various concepts here between East Second Street and Houston, including a 3,000-square-foot bar/restaurant "with an occasional D.J." and the brewpub that borrowed the Prime Meats menu...

The applicant now is familiar to the East Village... The Urge, the gay bar/club currently residing at 31-33 Second Ave. ... Not much information on the application ... the space has an occupancy of 74... they plan to have DJs... and they're hoping for hours of 4 p.m. to 4 a.m. seven days a week, per the application. (Same hours as the current location.)

Not sure what's officially happening with their current space at 31-33 Second Ave., where Ben Shaoul is planning a three-story addition to the current building.

The meeting is 6:30 p.m. Monday in the usual place — JASA/Green Residence, 200 E. Fifth St. at Bowery.

On the August CB3/SLA docket: Cafes for East 12th Street and Avenue A; a bar for St. Mark's Place

This month's CB3/SLA Licensing Committee is coming up on Aug. 20 ... in advance of that meeting, CB3 is posting more information from the applicants.

We took a look at three of them.

• To be Determined, 139 E 12th St (wine-beer)

Something is coming to the long-closed D&M Convenience store at Third Avenue.


The applicants, listed as Paul Typaldos and Andreas Typaldos, are aiming to open a small (five tables!) cafe that would be open from 7 a.m. to 11 p.m. Sunday-Wednesday, and 7 a.m.-2 a.m. Thursday-Saturday. They describe the food as "simple organic fare: sandwiches, paninis, salads."

And according to the application, Paul Typaldos is a majority member in Greensquare Tavern over on West 21st Street. Read the application here. (PDF)

Something new for the former Typhoon Lounge space... which closed in May here near First Avenue.

The applicants are aiming to open a yet-to-be-named bar-restaurant open daily from 4 p.m.-4 a.m. They describe the food as "American grill," and there will be four TV sets. The applicants previously were licensed for the bar The Brews Brothers on Second Avenue in Yorkville from January 2009-2011. Read the application here. (PDF)

• Croissanteria (Croissanteria Inc), 68 Ave A (wine-beer)

Last week, we reported that a new cafe, called Croissanteria, is in the works for 68 Avenue A between East Fifth Street and East Fourth Street...

Applicant David Simon (don't think it's this David Simon) is planning a 14-16 seat cafe open Monday-Friday from 7 a.m.-10 p.m.; Saturday-Sunday 8 a.m.-10 p.m. (Wait: Open till 11 p.m. on Friday and Saturday.)

On the August CB3/SLA docket: Pretty much every East Village storefront will soon be a bar

In August, the SLA & DCA Licensing Committee is the only Community Board 3 group to meet... on Aug. 20 at 6:30 p.m. in the usual place — JASA/Green Residence, 200 E. Fifth St. at Bowery.

Given the number of applicants, they may need to meet twice in August... there are 45 items in total. (Last August, there were just 16.)

Everyone wants a piece of the East Village Gold Rush... there's no stopping this until every business is a bar. Doesn't it seem that way? It's beyond out of hand.

Here's a look at just some East Village-related items... we don't have much information about any of these applicants just yet... The full rundown is at the CB3 website.

Report: State turns off the gin taps at Gin Palace


Gin Palace got some buzzy press when it recently opened on the corner of Avenue A and East Sixth Street, particularly for its gin on taps, as featured above in the Post.

Last evening, Robert Simonson at Diner's Journal reported that the New York State Liquor Authority turned off those taps on Monday, citing them as illegal. An SLA spokesperson said that charges were not brought against Gin Palace.

Meanwhile, bar owner Ravi DeRossi believes what Gin Palace is doing is legal, and plans to fight the ruling at a July 20 hearing, according to Diner's Journal.

DeRossi thinks the SLA's action stems from a Prohibition-era law "that forbids a bar from taking alcohol from a bottle, pouring it into another and serving it." Apparently the SLA amended that law to allow for the use of frozen margaritas machines.

Anyway, Gin Palace is still open serving drinks not coming from a gin-and-tonic tap.

More items from last night's CB3/SLA meeting: New eatery OK'd for Nice Guy Eddie's space

A few more items of interest from last night's CB3/SLA committee meeting... We mentioned that the committee OK'd the Joe's-to-Josie's change on East Sixth Street.

Meanwhile, according to Hannah Leighton at Eater, Team Andre Balazs withdrew plans to discuss a revamped Standard East Village until next month's meeting.

In addition, the committee approved the transfer of assets from Nice Guy Eddie's on Avenue A at Houston/East First Street to an entity called Downtown Dining LLC led by Darin Rubell of the Gallery Bar. Plans call for a restaurant serving "American comfort food." An EV Grieve tipster noted that Rubell was noncommittal about keeping the Kiss mural on the restaurant's south wall along East First Street.

Reminders: CB3/SLA meeting tonight; what is Nice Guy Eddie's future?


CB3's SLA Licensing Committee meets tonight at 6:30 — JASA/Green Residence, 200 E. Fifth St. at the Bowery. We looked at the agenda here. The full docket is here.

Here's a recap of a few of the more interesting items on the docket:

• Major alterations are in store for the public spaces at the Standard East Village (April 12)

• 34 Avenue A is now off this month's CB3/SLA docket (April 9)

• Joe's Bar is joining the Sophie's-Mona's family (March 29)

Meanwhile, it looks as if Nice Guy Eddie's run on Avenue A at East First Street is coming to an end. (As far as we know, CB3 member Dave McWater is still involved with the current ownership of Eddie's.)

An entity called Downtown Dining LLC is looking to open a restaurant in this space, according to documents on file at the CB3 website (PDF).

The applicant's paperwork doesn't mention anyone by name. However, in the section about principals having other businesses in this area... three are listed: Tower Brokerage, Ella and The Gallery Bar...


Knowing that Josh Boyd is a principal at Ella and The Gallery Bar, I sent him a message via Facebook about the Nice Guy Eddie's space... Boyd responded that he isn't involved with the new venture; that his partner Darin Rubell is.

Rubell, who's related to Studio 54 owner Steve Rubell, is also the founder of Mercadito on Avenue B.

In any event, at this point, I don't have any other details on the venture... no word on the fate of Chico's Kiss mural either...

Your chance to weigh in on CB3/SLA polices

SLA Policy Hearing

Wednesday, March 28 at 6:30 pm — Community Board 3 Office, 59 East 4th Street (btwn 2nd Ave & Bowery)

• Resolution area changes regarding hours for beer/wine applicants
• Request for SLA rule change to have licensees notify community boards when applying for changes in stipulations or other Method of Operation changes

CB3 has been working for over a year to revise its policies regarding recommendations for liquor licenses. Some of the recommendations impact “resolution areas”—those areas considered oversaturated and for which residents have requested that CB 3 not recommend new licenses. (To find areas, go here.)

We are specifically looking at whether applications for beer/wine licenses should be exempted from resolution area policy if the business is primarily a daytime business that will close by a yet-undefined early hour. Since Community Board 3 created the original policy with community input, it is essential that we hear from you regarding any changes. This meeting will also provide an opportunity to explain some criteria the SLA uses in making decisions regarding full liquor and beer/wine licenses and how other criteria, such as zoning, impacts the decisions.

Please attend this meeting March 28 at the Community Board office (59 East 4th Street) to share your thoughts and have an opportunity to ask questions.

Updated: Live look-in at the CB3/SLA meeting; 200 Avenue A denied


One of the agenda items tonight at this month's CB3-SLA committee meeting — Bikinis at 56 Avenue C. Petrit Pula, one of the principals for what he called a Barcelona-style eatery that will serve a type of sandwich from coastal Spain, shared details with us here.

By Shawn Chittle's account, 13 people tonight spoke out against the proposed establishment, including seven from 56 Avenue C. There were three who spoke in favor. The Bikinis folks were looking for a closing time of midnight on weeknights; 2 a.m. on weekends. Per Shawn, CB3 said they'd approve midnight seven days a week, but the Bikinis folks balked at the reduced weekend hours.

The committee unanimously voted against the proposed art gallery-restaurant at 200 Avenue A, the former Superdive home.

The people hoping to take over the one-time home to Superdive have been before the CB3/SLA committee three times — and turned down each time... We heard the concept during one of the meetings — an art gallery with a full-service restaurant. Read the background here.

But let's take a fresh look at the application, now on file at the CB3 website. (PDF)


The three principals are looking at business hours of 11 a.m. to midnight Sunday through Thursday; until 2 a.m. on Fridays and Saturdays. The kitchen will be open to within one hour of closing. The application also shows that they'd be 19 tables seating 52 people, plus one bar with 12 additional seats. The gallery-restaurant would employ between 20-25 people. Lastly, there are proposed "promoted events, scheduled performances."

On the March CB3/SLA docket: 200 Avenue A (again) and Bikinis (woo!)

Hey now. The CB3/SLA agenda for March is out...

First, the details: Monday, March 19 at 6:30 p.m. — JASA/Green Residence, 200 E. Fifth St. at Bowery.

As you can see, we circled one of the applicants — something called Bikinis slated for 56 Avenue C. We have no idea what this is all about. (And 56 Avenue C is two storefronts as far as we can remember ... Nublu Records and an empty space?)

Woo! Bikinis! This could keep us in posts for the next, oh, 18 months... However, the name and concept might not have anything to do with swimwear.

CB3 aims to make daytime drinking more sociable, sort of

On Monday night, CB3's SLA Policy Taskforce met... and they came out of the meeting with a plan to consider easing up on restricting new liquor licenses ...

But with a catch. Bars-cafes-restaurants that only served beer-wine and closed by midnight would have a better chance of gaining approval under the proposed plan.

The new policy would be more welcoming of daytime establishments — those closing by about midnight and serving only beer and wine — in keeping with CB3's efforts to increase foot traffic during the day and avoid new late-night establishments.

Reminders tonight: CB3/SLA committee meeting; plus, several scratches

The CB3/SLA committee meets tonight at 6:30 ... there have been several changes since we looked at the original agenda.


As you can see from the updated docket, there are several scratches, such as Nevada Smith's bid to take over space at 100 Third Ave. and Nublu to return to Avenue C.

Also, we were curious about following item:

Alterations/Upgrades: Death & Co (Little Hands Playcafe Inc), 433 E 6th St (alt/op)

According to CB3 documents (PDF!), D&C is looking to change their hours of operation ... extend the closing time by one hour to 2 a.m. Sunday through Thursday; to 3 a.m. on Friday and Saturday.

Never been here. Plenty of positive Yelp reviews of this cocktail lounge... but the 1-star reviews are more entertaining: "I think the Blue Owl is a better fit for frat-tastic Murray Hill than it's current location in the East Village. Maybe this bar isn't the worst of the worst. Maybe this bar isn't terrible beyond terrible. Maybe this bar doesn't smell like shit, piss, and vomit. But it is overcrowded. There are drunk girls attempting to grind of drunk guys who are fortunate enough to use the wall to keep their balance as their groins are gyrated in drunken swirls."
