Friday is the deadline from these 2 East Village housing lotteries

Friday is the deadline for two new East Village residential buildings that include "affordable" units. 

We wrote about 351 E. 10th St. between Avenue B and Avenue C here.

There's also an open lottery for three units at the under-construction 645 E. Ninth St., a 7-story residential building on Avenue B and Avenue C. (H/T PIX 11.

The building consists of spacious and modern apartments built with meticulous attention to detail and quality. Two bedroom unit has 2 levels and stairs. Amenities include bike storage lockers, pet-friendly, shared laundry, dishwasher, outdoor areas, package lockers, and virtual doorman. 
Now for the income eligibility: 
• A one-bedroom unit with a monthly rent of $1,741 for incomes ranging from $59,692 to $88,970 
• A one-bedroom unit with a monthly rent of $2,500 for incomes ranging from $85,715 to $165,230 
• A two-bedroom unit with a monthly rent of $2,900 for incomes ranging from $99,429 to $198,250.

The new building, developed by Center Development Corporation, sits on the site of a former residential parking lot on the block ... and across the street from La Plaza Cultural.

Housing lottery underway for units in this new building on 10th Street

The lottery for the affordable housing units at the recently completed 351 E. 10th St. between Avenue B and Avenue C is open now.

As previously reported, the long-empty lot yielded an 8-floor residential building featuring 28 residences, 11 of which are designated "affordable." Housing news here dates back to October 2019, when an array of city and federal officials came together during a press conference "to celebrate the commencement of the preservation and rehabilitation of project-based Section 8 housing in the East Village." 

There are 11 units — studios and 1-2 bedroom homes — currently available for residents at 70 to 130% of the area median income (AMI), ranging in eligible income from $55,955 to $198,250.

The building features a virtual doorman system, laundry room, package room, bike storage lockers, intercommunication devices and an elevator. 

Application deadline: March 29.

Honoring Puerto Rican freedom fighter Pedro Albizu Campos with a mural on 12th and C

Brooklyn-based artist Danielle Mastrion finished her mural yesterday on the SW corner of Avenue C and 12th Street that pays tribute to Puerto Rican freedom fighter and spiritual luminary Pedro Albizu Campos ... and directly across the street from Campos Plaza...
The mural is the first outside the newly renovated 656 E. 12th St., which the city officially unveiled on Tuesday. The renovation will provide some affordable housing options for the neighborhood.

For several years, the walls outside No. 656 housed the 12C Outdoor Art Gallery, which featured a rotating batch of murals curated by East Village-based artist and speaker Robert Galinsky.

Expect more new murals on the wall in the months ahead.

This work was unveiled via Galinsky Coaching, the Loisaida Center and L.E.S. CommUnity Concerns.

City unveils 3 refurbished East Village buildings with affording housing opportunities

Yesterday, city officials celebrated "affordable homeownership opportunities" in three refurbished East Village tenements at 406-8 E. 10th St., 533 E. 11th St., and 656 E. 12th St. 

The ribbon-cutting ceremony took place yesterday afternoon outside No. 656, the five-floor residential building on the SW corner of Avenue C.

Here's more about the program via the Department of Housing Preservation and Development (HPD) ...
The project was financed through HPD's Affordable Neighborhood Cooperative Program, which selects qualified developers to rehabilitate distressed city-owned multifamily buildings to create affordable co-ops for low and moderate-income households. 

Asian Americans for Equality (AAFE) and city officials have worked closely with residents in planning for the $22.3 million renovation. A total of 23 households, longtime residents of the formerly dilapidated buildings, were temporarily relocated during the two-year construction project. An additional 21 apartments will be offered through a New York City affordable housing lottery, which is expected to launch in the coming weeks. 

There is also a retail space in each of the renovated buildings.  

El Rinconcito closed in the summer of 2021 at its home of 27 years at 408 E. 10th St. between Avenue C and Avenue D. Owner Pedro Rodriguez eventually reopened the restaurant at 75 Avenue C. He plans to open a second restaurant at 656 E. 12th St., where he lives with his family. 

For several years, the walls outside No. 656 housed the 12C Outdoor Art Gallery, which featured a rotating batch of murals curated by resident Robert Galinsky.

The Gil Scott-Heron tribute —  with "the Revolution Will Not Be Televised" line — that Chico created after the jazz poet, musician, and author died in 2011 was sandblasted during the gut renovations early last year.

The wall will now feature "Puerto Rican freedom fighter and spiritual luminary" Pedro Albizu Campos. Brooklyn-based artist Danielle Mastrion is creating this mural across the street from Campos Plaza, which is expected to be completed tomorrow (weather permitting).

Construction watch: 351 E. 10th St.

Work has really progressed at 351 E. 10th St. between Avenue B and Avenue C since the first sign of an excavator in the spring.

As previously reported, the long-empty lot is yielding an 8-floor residential building featuring 28 residences. News of housing here dates to October 2019, when an array of city and federal officials came together during a press conference "to celebrate the commencement of the preservation and rehabilitation of project-based Section 8 housing in the East Village." During this event, officials noted that more affordable housing was set for this 10th Street parcel.

It appears that 30% of those 28 units will be considered "affordable." Here's more from the website of Goshow Architects:
[The building is] intended to interchangeably mix market rate (70%) and affordable (30%) dwelling units. In the interest of dignity-for-all, there is absolutely no distinction between the two: same size rooms, same kitchen appliances, same level of fit and finish.

This lot will yield an 8-floor residential building featuring 28 residences. We don't know how many of these units will be designated as affordable.

The rendering at the lot lists a completion date of Sept. 1, 2023... 
John Scobie of the NYC-based developer Center Development Corp. is listed as the property owner. 

Housing plans here date to 2005, when permits were filed for a 6-floor building with 24 units. The work was never approved, though, per public records.

A look at 302 E. 2nd St., where a housing lottery is underway

Here's a look at 302 E. Second St. between Avenue C and Avenue D. 

As previously reported, the new 14-floor building— called East Village Homes — will feature 44 affordable apartments and a ground-floor community facility on this long-vacant, city-owned parcel that Asian Americans for Equality (AAFE) is developing via New York City's Department of Housing Preservation and Development.

And now, 36 of the units are available in a lottery for residents at 50 to 140 percent of the area median income (AMI) ... ranging in eligible income from $32,229 to $180,460. Half of those 36 units are set aside for residents who live within the confines of Community Board 3.

More details via the AAFE website:
7 apartments are designated for residents at 50% of Area Median Income (AMI), 14 units at 80% of AMI and 15 units at 140% of AMI. An additional 8 residential units are reserved for formerly homeless individuals and families, utilizing Section 8 vouchers.

The building includes ... a shared terrace on the 11th floor overlooking East Houston Street. The project is utilizing Low Income Housing Tax Credits. 
Dec. 20 is the deadline for application. Find information on how to apply via this link. That link also provides a breakdown of the monthly rent and income eligibility for the units, which range from $857 for one-bedroom apartments to $2,774 a month for two-bedroom apartments.
A second phase of the East Village Homes project is expected to create 10 additional affordable rental apartments on a separate site at 276 E. Third St. Construction has yet to commence there between Avenue C and Avenue D.

There's plenty of progress to note at 302 E. Second St. between Avenue C and Avenue D where a 14-story affordable housing complex is rising on this long-vacant, city-owned parcel...



The project — called East Village Homes — will feature 45 affordable apartments and a ground-floor community facility.

Eight apartments will be for formerly homeless people under Section 8 for incomes up to 20 percent of area median income, seven apartments at 47 percent of AMI, 14 apartments at 77 percent of AMI and 15 apartments at 120 percent of AMI — which ranges from annual incomes less than $15,000 to about $90,000 for a single person.

There are now plans for an 8-story residential building on this long-empty 10th Street lot



Plans for an 8-floor residential building were filed last Friday for the long-empty lot at 351 E. 10th St. between Avenue B and Avenue C.

This past October, an array of city and federal officials came together during a press conference "to celebrate the commencement of the preservation and rehabilitation of project-based Section 8 housing in the East Village." During this event, officials also noted that more affordable housing was set for this 10th Street parcel.

The pending permit lists that the building will have 28 residences with amenities that include a laundry room, bicycle storage and a 40-foot backyard space.

John Scobie of the NYC-based developer Center Development Corp. is listed as the property owner. It's not clear at the moment how many of these units will be designated as affordable.

Plans for housing here date to 2005 when permits were filed for a 6-floor building with 24 units. The work was never approved though, per public records.

In the past year, the city has announced fixed-income housing plans for 204 Avenue A and 535 E. 12th St. as well as 302 E. Second St.

Here are more details on East Village Homes, the affordable housing set for 2nd Street

As we first reported this past Friday, a 14-story affordable housing complex is in the works for the long-vacant, city-owned parcel on Second Street between Avenue C and Avenue D.

On Friday morning, various officials kicked off the construction phase during a ground-breaking ceremony. Asian Americans for Equality is developing the long-empty lot after the Department of Housing Preservation and Development selected the organization in 2017.

Officials also released more information about the project — called East Village Homes — at 302 E. Second St., which will feature 45 affordable apartments and a ground-floor community facility.

From the news release:

Leroy Street Studio designed the building, which includes sustainable elements and meets Enterprise Green Communities Criteria. The project includes 13 studios, 19 one-bedroom units, 12 two-bedroom units and one apartment for an on-site super.

The building’s facade features a layered system of stucco panels that play off of an array of metal panels with custom-perforated designs. Integrated active design principles include bike storage, easily-accessible outdoor green space and visible stairs and circulation pathways.

Building amenities include a shared roof terrace, a meeting space off of the main lobby and a laundry facility. The project features a resilient design with no basement, water-conserving plumbing fixtures and high-efficiency lighting fixtures.

Groundbreaking today on 14-story affordable housing project on 2nd Street



A 14-story affordable housing complex is in the works for the long-vacant, city-owned parcel on Second Street between Avenue C and Avenue D.

This morning, various officials — Asian Americans for Equality and City Councilmember Carlina Rivera will join Enterprise Community Partners and the Low Income Investment Fund — for the official groundbreaking on the project.

Construction equipment had recently arrived in the space — the address is officially 302 E. Second St. — directly to the west of the luxury development the Adele.

Per the media advisory:

The 14-story tower will include 45 rental apartments affordable to low and middle-income New Yorkers. The development is a rare fully affordable development in the East Village where years of gentrification have made housing increasingly expensive. 302 East 2nd Street is part of the New York City Department of Housing Preservation and Development’s Neighborhood Construction Program, which activates vacant city-owned land for affordable housing development.

The approved permits on file with the city shows that the building will include about 1,000 square feet for a community facility.

In the past year, the city has also announced fixed-income housing for 204 Avenue A and 535 E. 12th St. as well as 351 E. 10th St. just east of Avenue B.

Details on the preservation and rehabilitation of 243 affordable housing units in the East Village

Catching up to this story from last week... when, on Tuesday, an array of city and federal officials came together during a press conference "to celebrate the commencement of the preservation and rehabilitation of project-based Section 8 housing in the East Village."

During the press conference, which included local City Councilmember Carlina Rivera, officials announced renovation details about 199 Avenue B, the building at 12th Street that is one of several Section 8 properties being preserved as the result of an agreement among a lot of organizations — the Center Development Corporation (CDC), LIHC Investment Group, the New York City Department of Housing Preservation and Development (HPD), New York City Housing Development Corporation (HDC) and the U.S. Department of Housing and Urban Development.

The agreement, first announced in August 2018, covers 243 units co-owned by the CDC and LIHC in the East Village ... and guaranteeing that they will be maintained as affordable for individuals and families whose income does not exceed 50 percent of AMI for at least the next 40 years. The 243 units are spread across several buildings in the neighborhood.

Co-owners CDC and LIHC are investing nearly $7.5 million to make repairs and renovate apartments across the portfolio, for an average spend of $30,000 per unit.

In addition, officials announced that more affordable housing will be coming to the long-empty lot at 351 E. 10th St. just east of Avenue B...

City strikes deal to preserve 243 Section 8 apartments in the East Village

Some news to note from last week ... when LIHC Investment Group, one of the largest affordable-housing owners in the country, finalized a deal with the city to preserve 669 Section 8 apartments, including 243 in the East Village.

Here are details via a NYC Housing Preservation and Development news release:

The New York City Department of Housing Preservation and Development (HPD) and New York City Housing Development Corporation (HDC) join LIHC Investment Group to announce the preservation of 669 units of project-based Section 8 housing in high-cost New York City neighborhoods where the majority of similar buildings have converted to market-rate.

This preservation is made possible through tax-abatements under Article XI and new 40-year regulatory agreements with the City of New York covering six different properties in Inwood, Hamilton Heights, Harlem, Williamsburg and the Lower East Side.

The agreements were reached through Mayor de Blasio’s Housing New York Plan, which outlines commitments to protect affordable housing and created policies and programs intended to fight displacement.

And here are details about the housing in this neighborhood...

Lower East Side I & II Apartments are located at 384 East 10th Street and 199 Avenue B in Manhattan. Lower East Side I contains 152 project-based Section 8 units, while Lower East Side II contains 91 project-based Section 8 units. All units will be maintained as affordable to tenants whose annual income does not exceed 50 percent of AMI.

Co-owners LIHC and Center Development Corporation will execute approximately $7 million in capital improvements including installing new kitchen countertops and appliances; bathroom fixtures, tile floors, and fittings; laminate wood flooring, doors and lighting in all apartments.

Affordable housing lottery underway at 79-89 Avenue D



The affordable housing lottery is now open for 79-89 Avenue D (aka 751 E. Sixth St.).

The 12-story retail-residential building via L+M Development Partners here between Seventh Street and Sixth Street features 28 permanently affordable units (out of 110 total).

The mixed-income units are available to those earning 40, 60 and 130 percent of the area median income. These units range from $596 a month for studios to $2,519 a month for two bedrooms.



Amenities here will include a fitness center, landscaped roof deck and an outdoor terrace.

The address was previously one-level storefronts that included a Rite Aid, which relocated one block north to the ground floor of the Arabella 101 building. Rite Aid signed a lease to return to the retail space at No. 79.

Residents who qualify for the housing have until June 26 to apply for one of the units. Find the details here.

The other units in the building have not yet hit the rental market.
