I have seen this guy before - if he catches you taking his picture he asks for money.
He often hangs out in front of Penn Station and gets a buck from every tourist who snaps a photo, and there are many of 'em. Beats having to work for a living.

A true Cat in the Hat moment. Dr. Seuss would be happy.
If I saw this guy with his cat in the hat, I'd ask to take a photo & would gladly give him money if he said the money will be used for the cat!
