February CB3-SLA highlights: I Cipressi, Sunshine Cinema and the Immigrant Tap Room

Hey now. The folks at CB3 have released the liquor license docket for February's meeting. Many of the applicants this time around are below Houston, so it's not really our fucking problem you can likely find more details on these establishments in the days/weeks ahead via BoweryBoogie and The Lo-Down.

So.

A few more details about the Kati Roll Company coming to 2nd Avenue

As you may recall, the owners of the Kati Roll Company are opening their fourth Manhattan location at 128 Second Ave., former home of the Stage.

The Kati crew is on the CB3 SLA committee docket this month for a beer-wine license at the space between Seventh Street and St. Mark's Place. (Kati withdrew from the July meeting.)

According to the questionnaire (PDF!) on file at the CB3 website ahead of tonight's meeting, Kati plans to be open from 11 a.m. to 2 a.m. Sunday-Thursday, until 5 a.m. on Friday and Saturday. (The questionnaire states that they will stop serving beer-wine at 4 a.m.)

In addition, the small space will have six tables seating 14 people.

The signature dish of The Kati Roll Company, Kati Rolls, are made by wrapping warm paratha, a type of Indian flat bread, around a variety of meats, vegetables and cheese. Each ingredient is marinated in a proprietary blend of Indian spices, creating a distinctive taste available nowhere else. Rolls can also be wrapped with a whole wheat roti for a healthier option.

Diners may choose from a select few fillings like beef, chicken, lamb, egg, shrimp, mixed veggie patty, chana masala, paneer cheese or potatoes. The finished Kati Roll is wrapped in either a paratha or a whole wheat roti and served hot, making it a satisfying meal that can be enjoyed virtually anywhere.

Tonight's CB3-SLA meeting is at 6:30 in the Thelma Burdick Community Room, 10 Stanton St. at the Bowery.

The Stage, the 35-year-old lunch counter, closed on March 30, 2015. Stage owner Roman Diakun had been involved in an ongoing legal/eviction battle with landlord Icon Realty. (You can read that background here.)

The late, great Stage slated to become the Kati Roll Company on 2nd Avenue



The owners of the Kati Roll Company have designs on opening their fourth Manhattan location at 128 Second Ave., former home of the Stage, according to preliminary paperwork filed ahead of this month's CB3-SLA committee meeting.

The restaurant serves the namesake Kati roll, made by wrapping warm paratha, a type of Indian flat bread, around a variety of meats, vegetables and cheese. The Kati Roll Company currently has locations on MacDougal Street and in Midtown East and Midtown West. (There's also a branch in London.)

According to the CB3 website, the owners will be seeking a beer-wine license for the Second Avenue space between St. Mark's Place and Seventh Street.

The Stage, the 35-year-old lunch counter, closed March 30, 2015. Stage owner Roman Diakun had been involved in an ongoing legal/eviction battle with landlord Icon Realty. You can read that background here.

Something in the works to take over the former Polonia space on First Avenue

CB3 just sent out the October CB3/SLA docket (meeting is Oct. 15). It hasn't been posted yet online...

One item of particular interest — No. 18, which is the former Polonia space, the Polish diner that closed in December. We heard that a "foodie type" was eyeing the space, which has been on the market. (The ad called for "established food operators.") We'll see if we can track that one down over the weekend.

On the May CB3/SLA docket: Takers for the former Back Forty space; new Ravi DeRossi venture

CB3 released its slate of meetings for May yesterday … including for the SLA licensing committee.

For starters, the meeting is May 18 at the CB3 office (BYOB), 59 E. Fourth St. between Second Avenue and the Bowery.

Here's a look at some of the East Village-related items. (We don't have any info on the applicants just yet.)

An applicant for the former Back Forty space. The seemingly popular restaurant rather abruptly shut down after service on Dec. 21.

CB3/SLA committee highlights for August: mystery applicant for the Odessa Cafe; catering license for 51 Astor Place

Oh, the CB3/SLA Licensing Committee docket for August is out now.

The meeting is Aug. 18 at 6:30 p.m. in the CB3 office, 59 E. Fourth St. between Second Avenue and the Bowery.

The new comedy club is angling for the former Addiction Ink storefront at 120 St. Mark's Place. Club owners were previously looking at the former home of Tinto Fino on First Avenue.

Looks as if the coffee shop, which opened last December, is applying for a full liquor license. Perhaps to pair with the coffee?

This is the Oyama reboot.

• Eurest Dining (Compass Group USA Inc), 51 Astor Pl (op)

Don't get too excited! This is a "catering establishment" liquor license. Compass Group North America is "the leading foodservice management" company based in North Carolina whose clients include IBM. And 51 Astor Place is officially called the IBM Watson building, so...

Paperwork shows that one partner is leaving and one is joining the corporation.

Wonderland is the proposed restaurant offering an "Asian fusion menu" at the former Mermaid Inn space on Second Avenue between Fifth Street and Sixth Street. 

The proprietors also operate Chili, a Sichuan restaurant on East 37th Street. You can find their CB3 questionnaire here, which includes a sample menu and proposed hours of operation (indoors, 4 p.m. to midnight daily). 

The Mermaid Inn arrived in the East Village in 2003, with several outposts to follow... they closed here during the pandemic, only to reopen then close again in the fall of 2022 after just seven weeks. 

• Sunflower East Village (RJM Hospitality LLC), 88 2nd Ave (op) 

This is a holdover from last month... we previously noted that the NE corner of Second Avenue and Fifth Street will be home to another location of Sunflower, a cafe serving breakfast-brunch on Third Avenue between 25th Street and 26th Street. 

The EV location looks to have the same menu/vibe, though with dinner service. Find the questionnaire here

Sunflower is owned and operated by the same folks as the previous tenant here, Eros, the Greek restaurant that quietly closed in August 2022 when a "temporarily closed" sign arrived on the front door. Eros took over for their diner concept, The Kitchen Sink, in September 2021.
• Idleflora LLC, 188 Allen St (op) 

Idleflora is the name of the proposed "plant-based tea shop and tapas bistro" at 188 Allen St. between Stanton and Houston. 

According to the questionnaire on the CB3 website, the space will also include a retail flower shop. The proprietors operate several East Village restaurants, including Shinn East and Thirteen Water on Seventh Street and Appas Pizza on First Avenue. 

This long, narrow storefront was previously home to Cheese Grille for nearly 10 years

• Made in Houston Inc, 205 Allen St (wb) 

The owners of C as in Charlie on Bleecker Street are behind this new restaurant serving Korean cuisine from the SW corner of Allen Street and Houston. You can find the questionnaire here, which includes a sample menu and other details. 

The arrival of the unnamed new restaurant means the end of Mi Salsa Kitchen, the Cuban eatery, at this location. (We contacted Mi Salsa for info about a possible relocation.)

• MT 121 St Marks LLC, 123 St Marks Pl (wb) 

This applicant will not be heard this evening — they've already received conditional approval for a beer-wine license based on their method of operation, hours (11 a.m. to midnight daily), etc. 

The owners of Chicago's Moody Tongue Brewing Company are behind this venture, a still unnamed Japanese restaurant that will serve a variety of sushi platters and entrees. You can find more details and a sample menu here

The team opened Moody Tongue Sushi on West 10th Street earlier this year. The Dining Room at Moody Tongue in Chicago boasts two Michelin stars. 

This space on St. Mark's Place just west of Avenue A last housed Pop's Eat-Rite, the veggie burger joint.
