Lawsuit filed to block East Village shelter plan; residents launch petition

A group of local residents filed a lawsuit yesterday to stop the city's plan to relocate a key homeless-shelter intake center to the East Village, according to published reports. 

The suit, filed in the State Supreme Court, argues that the city improperly bypassed required public review and notice by declaring the closure of the longtime Bellevue Intake Shelter on 30th Street and the relocation of intake services to the East Village an emergency. 

As previously reported, beginning on May 1, adult men seeking shelter would be directed to Project Renewal's facility at 8 E. Third St. between Second Avenue and the Bowery, while intake for adult families (without minor children) would move to 333 Bowery between Second Street and Third Street.

Residents involved in the lawsuit said the shift would bring a more transient population to the block, raising concerns about the pace and process of the decision. 

A City Hall spokesperson, however, told the Times that conditions at the 30th Street shelter had been unsafe for years and that the move is necessary to ensure continued access to shelter services. 

Advocates have also raised questions about accessibility and whether the new site meets ADA requirements. It remains unclear whether the lawsuit will delay the planned transition, which is scheduled to take effect on May 1. 

Meanwhile, a community task force, VOICE (Village Organization for the Integrity of Community Engagement), has organized a petition, which "demands that the City rescind the emergency orders which have bypassed community safety."

I'm all for helping people find a safe, secure place to stay. But this seems rushed and unplanned. And the neighborhood is already struggling with many homeless individuals seeking help on the streets.

They have to go somewhere. The Brllrvur shelter is falling apart. You cant just make them disappear.

Post WWII Bellevue would dump the homeless and disabled in Tompkins Square Park. Nothing has changed. We have our share... more than our share of homeless and mentally ill people. What about the Upper East... Upper West... West village... Tribeca... Gramercy... I doubt if any of these neighborhoods have a similar share of the city's street problems. So what is it Mamdani. Tax the rich and dump on the middle class and lower income people?

This is such a waste of tax payers' money. The city should sell the shelter on East 3rd street - it would make enough money to create a larger state of the art shelter in a less expensive neighborhood that could serve its clients much better. Then the city would then make additional annual income from all the real estate taxes the new development would make in teh place of the shelter, in addition to transfer tax, mortgage tax etc. There is no reason shelters should be in expensive neighborhoods - its a very poor use of limited resources that the city has.

Good luck with that lawsuit. I hope it helps stop the huge increase of homeless men from coming down to the East 3rd Street and LES/EV area. We see enough of them many of whom suffer from mental health issues walking down the Bowery and Second Avenue yelling and screaming at nothing, drinking alcohol and urinating in public, tearing apart the garbage cans looking for anything they can salvage while leaving a mess on the sidewalk.

There are many reasons the EV is no longer a suitable place for both project renewal and the Bowery homeless services location. There is no nearby ER or hospital like the Bellevue location, which is needed for this population. There are very few low priced shops/services nearby that homeless people need - think if they need to buy socks, underwear, toiletries or food and the intake center does not provide. The area is already crowded with pedestrians and street traffic at all times of day and night. I think they are planning to put people on buses to other locations from these locations - where are these buses going to park? Both sites are also currently using mobile boilers. The city should consider selling both sites and put the money to better use sourcing a different facility that is up to the job

I for once hope the nimbys win here, not because of any concerns of bringing homeless people to the EV, but because the location is woefully inadequate to serve as an intake shelter.

Despite 15% of the homeless population being disabled, there is no ADA accessible entrance and only a single working elevator in a building meant to serve as the entry point to the shelter system. This decision guarantees you will see disabled homeless New Yorkers waiting outside, rain or shine, as the shelter scrambles to place them somewhere else.

If this goes through, Please be neighborly and offer a hand to these most vulnerable New Yorkers as they undergo what will be a even more miserable experience entering the shelter system than it used to be

Not a NIMBY issue! This neighborhood already has many shelters and homeless services. The residents and businesses are used to that and have lived with it for decades. It is the massive influx of even more people into an already crowded residential neighborhood with an initiative that was pushed through as an emergency measure. Obviously other options weren’t investigated. This is mind blowing to those of us who live in the area. Quality of life is already deeply impacted by the numbers of homeless with their attendant issues everyday as it is.

If the right to shelter was limited to people who truly grew up in the city, and everyone else gets a free bus ticket like they do elsewhere, the problem would be solved overnight.

The real reason is they are privileged , classist rich people who want the poor out of their area. They call the cops for me for sleeping in the car and priced out many long term residents. I did nothing but exist but the hate any evidence of class inequality and are they so dumb that they don’t realize the Bowery mission and several other organizations bring homeless people to the area? Have they forgotten the history? I rip their signs off whenever I see them. Their care is not for us homeless but they are NIMBYs and evil human beings. It’s my first time homeless and these people go out of the way to make life harder for us. That said the women’s intake should be here as we are the only ones expected to go way to far he Bronx where there is no train service but men get it easier. Anyway those are vile people and wish them the worst. Please rip off their signs. If you don’t like seeing wealth inequality maybe go to a rural area and not a city. If you want to turn a blind eye to misery then you are evil. Disgusting, horrible people with no compassion. Get out of the city please and never come back. You are the reason many are homeless because you pay an insane amount of rent with no question so take accountability you poser progressives, you have more in common with Nazis than you do progressives and you won’t say it allowed but we all know you want us homeless to die.
