I think a phone "kiosk" is one of those semi-covered phones that are essentially open to the elements, save for that half-hearted little roof that's too low to fit your head under. The phone "booth" is a four-walled box made of glass with a door. There are only four remaining in Manhattan, all on West End Avenue.
Well, perhaps when Wikileaks publishes their cache of Bank of America notes, we will see more phone kiosks than BOA ATMs. Wikileaks is alive and well at their mirrored sites in case ya didn't know.

WTF is a phone kiosk? Do they mean phone booth?

In New York, those aren't phone kiosks--they're toilets for bums and drunk scumbags.
