The overturned trashcan. Perhaps the defining image of present day East Village.

And a great depiction of the difference between NYC Sanitation (who will pick up all the garbage) and a private carter (who would leave it strewn all over the street).

Why doesn't NYC do away with private carting and simply collect tax from businesses to pay for commercial pickup by DSNY?
