There's a 'Don't Turn Our Neighborhood Into Silicon Alley' rally on Wednesday evening



As you may know, there are plans in the works to demolish the three-building assemblage on the northeast corner of Third Avenue and St. Mark's Place for a 7-story office building.

In addition, new office and residential buildings are going up or in development on parts of Broadway below 14th Street and University Place ... as well as the Moxy hotel on 11th Street. Not to mention Mayor de Blasio's plan for a 20-plus-story tech hub on 14th Street at Irving Place.

On Wednesday evening, a coalition of community groups and preservationists are hosting a rally titled "Don't Turn Our Neighborhood Into Silicon Alley" on St. Mark's Place and Third Avenue.

The Greenwich Village Society of Historic Preservation (GVSHP) has background on the developments:

Why is this happening? Because this area is lacking in good zoning or landmark protections that allow this kind of demolition and inappropriate development, and the tech industry sees this neighborhood as the hot new area for expansion, extending “Silicon Alley” down from Union Square and up from Astor Place. And now the Mayor and developers want approvals from the City Council for a huge new “Tech Hub” on 14th Street that will accelerate all these trends.

We’re demanding zoning and landmark protections that would preserve historic buildings, keep new development in scale, protect the residential character of this area, and promote affordable housing. But the Mayor OPPOSES this plan ...

Preservationists scored one victory along this corridor earlier this month when the Landmarks Preservation Commission (LPC) approved a proposal to landmark the circa-1866 cast-iron buildings at 827-831 Broadway between 12th Street and 13th Street. There was a proposal to build a 14-story office building on the site. The developers are now seeking to add a four-story addition to the existing structure.

The rally is Wednesday evening at 5:30 on Third Avenue and St. Mark's Place.

There's a proposed addition for the recently landmarked 827-831 Broadway

Last week, the Landmarks Preservation Commission (LPC) approved a proposal to landmark the circa-1866 cast-iron buildings at 827-831 Broadway between 12th Street and 13th Street.

This decision spared the buildings from demolition. As previously reported, Quality Capital and Caerus Group bought the parcel between 12th Street and 13th Street last summer for $60 million. The deal reportedly included 30,000 square feet of air rights, which would be put to use for a 14-floor office building.

The Greenwich Village Society for Historic Preservation (GVSHP) campaigned the past 18 months to help preserve these buildings where artists Willem and Elaine de Kooning and Paul Jenkins, among others, lived and worked.

Per Curbed:

The [LPC] vote represents an unusual kind of designation for the commission that takes into special account the cultural history of the site. (Similar designations include the Stonewall Inn and Tammany Hall.) "The building itself, regardless of the destination, is worthy of designation," said Commissioner Frederick Bland. "What happened in it, regardless of the building, is worthy of designation."

According to the GVSHP, the developers said that if the buildings were landmarked, they would return with a claim of "hardship" to get out of landmarking or a proposal for an addition.

On Monday night, Community Board 2's Landmarks Committee will hear the developer's new proposal (find it here) "to construct a multiple story setback addition on the roof."

The addition, at first glance, looks as if it blew in from the set of "Geostorm." However, the reflective façade is meant to represent Willem de Kooning's rural and pastoral landscape phase as well as his urban landscapes.

In an email, the GVSHP stated: "[T]his proposed 4-story addition is overwhelming in comparison to the building, and would nearly double its height."

The CB2 meeting is Monday at 6:30 p.m., NYU Silver Building, 32 Waverly Place, Room 207. The meeting is open to the public, who can ask questions and provide feedback on the proposal. CB2 will issue an advisory opinion and then the proposal will be scheduled for a hearing and vote with the LPC at a later date. Find more info here.

Broadway buildings draw support for landmark designation

The proposal to landmark 827-831 Broadway received unanimous support during a public hearing with the Landmarks Preservation Commission (LPC) back on Tuesday.

As previously reported, Quality Capital and Caerus Group bought the parcel between 12th Street and 13th Street last summer for $60 million. The deal reportedly included 30,000 square feet of air rights.

So those plans for a 14-floor office building on this property may be permanently on hold.

The Greenwich Village Society for Historic Preservation (GVSHP) has campaigned the past 18-plus months to preserve these buidlings.

Here's part of a report they sent out yesterday:

GVSHP was joined by Councilmember Rosie Mendez, neighbors, and scores of supporters on for the public hearing on our proposal to landmark 827-831 Broadway. The 1866 lofts, formerly home to Willem de Kooning and other art world luminaries, had faced the wrecking ball. Read GVSHP’s testimony here.

Members of the LPC, who will decide the building’s fate, also expressed strong support for designation, and stated that a vote would take place on Oct. 31 (time TBD). Once the LPC votes to designate, the building is landmarked and protected, though temporary protections are in place now.

An attorney for the developer ... stated that the owner opposed landmark designation, and asserted that he would have a hardship case if the building were designated and he were not allowed to develop the site (the law enables owners of private property to be relieved of landmarks requirements if they can demonstrate, through a public hearing process, that they cannot make a “reasonable return” on the property while abiding by landmarks requirements).

The owner’s lawyer also said that, if the building is landmarked, they would seek approval from the LPC to build some sort of addition to the building in order to make a reasonable return (this too would require a public hearing and review process).

City moves to potentially landmark 827-831 Broadway

Plans to demolish 827-831 Broadway for a 14-floor office building are on hold for now as the City has decided to begin the formal process of considering them for landmark designation.

The Landmarks Preservation Commission moved yesterday to calendar the pair of cast-iron buildings built in 1866 here between 12th Street and 13th Street. "That means the commission will ultimately hold a public hearing on the buildings’ designation and subsequently vote on it (one way or the other) within one year from now," as Curbed reported.

As previously reported, Quality Capital and Caerus Group bought the parcel between 12th Street and 13th Street last summer for $60 million. The deal reportedly included 30,000 square feet of air rights.

In the late 1950s, Willem de Kooning had a studio in No. 827, one piece of the history of these buildings uncovered by the Greenwich Village Society for Historic Preservation (GVSHP), who has campaigned the past 18 months to preserve these buidlings.

GVSHP Executive Director Andrew Berman co-authored an op-ed at the Times in early August, providing more history of the addresses and making the case for why they should be landmarked.

The buildings were designed by Griffith Thomas, called “the most fashionable architect of his generation” by the American Institute of Architects.

Hear about the rezoning of 3rd and 4th Avenues to limit large-scale commercial development



On Wednesday night, CB3's Land Use, Zoning, Public & Private Housing Committee will hear an informational presentation by the Greenwich Village Society for Historic Preservation (GVSHP) on rezoning Third Avenue and Fourth Avenue.

Here's more info via GVSHP:

GVSHP will be presenting its proposal (PDF here) for rezoning the 3rd and 4th Avenue corridors to prevent oversized commercial development in this area, such as the 300 room, 13-story hotel under construction at 112-120 E. 11th St.

GVSHP is proposing and seeking zoning protections for the area between 5th and 3rd Avenues, Union Square and Astor Place, which is unique within the Village and East Village for its lack of adequate zoning and landmark protections. Community Board 3 ONLY covers the area east of 4th Avenue, so Wednesday's meeting is solely focused on 3rd and 4th Avenues (Community Board 2 covers west of 4th Avenue, and is already on record in support of our proposed zoning protections for Broadway and University Place).

If you oppose overdevelopment in this area, it is vital that you attend. We must get these zoning protections to prevent further oversized development in the area, especially hotels and office buildings. Such development is proliferating in the area in part due to the expanding tech industry, and the Mayor’s planned 14th Street “Tech Hub.”

An appeal to landmark these buildings on Broadway

As previously reported, Quality Capital and Caerus Group bought the parcel between 12th Street and 13th Street last summer for $60 million. The deal reportedly included 30,000 square feet of air rights.

In the late 1950s, Willem de Kooning had a studio in No. 827, one piece of the history of these buildings uncovered by the Greenwich Village Society for Historic Preservation (GVSHP).

GVSHP Executive Director Andrew Berman co-authored an op-ed at the Times this past week, providing more history of the addresses and making the case for why they should be landmarked:

Despite protests by preservationists, elected officials and neighbors, two developers, Quality Capital and the Caerus Group, intend to demolish it and build a 14-story tower. (Caerus is the Greek god of opportunity and luck who seizes favorable moments.)

In August 2016, the Landmarks Preservation Commission rejected an application to protect 831 Broadway and its next-door twin, 827. According to its director of research at the time, the commission decided that New York already had enough buildings with “earlier cast-iron facades” and that “there are buildings on Broadway of a similar date, type and style” to represent this era of development in New York.

Fortunately, the commission has recently agreed to reconsider that decision, and the developers have agreed to withdraw their application for a demolition permit pending the reconsideration. Now the commissioners must decide whether to take the first formal step toward considering the buildings for landmark status and vote to “calendar” them — put them on the docket for active consideration for designation — which would be followed by a public hearing and a vote.

Demolition watch: 112-120 E. 11th St., future home of a Moxy hotel

Workers have been bringing down the five walk-up buildings at 112-120 E. 11th St. in recent months.

Here's where the demolition stands as of Saturday... hard to say what's left behind the construction netting. Maybe two floors?

As previously reported, the buildings are coming down to make way for the 13-story hotel for Marriott’s Moxy brand here between Third Avenue and Fourth Avenue. The Moxy website shows that the 11th Street hotel is expected to open in late 2018.

Local residents, preservationists and local elected officials have all spoken out about the demolition of the "landmark-elegible" buildings and loss of housing.

Report: David Schwimmer looking at new East Village homes

Actor David Schwimmer, who had a historic townhouse demolished to build a single-family home on Sixth Street, is now reportedly looking for new digs in the East Village.

The Post reports that Schwimmer was spotted checking out at a unit in the almost-finished condoplex at 64 E. First St. between First Avenue and Second Avenue. (Maybe he will be neighbors with Seth Rogen.)

This sighting comes following the announcement last week that he and his wife Zoe Buckman are separating.

Per his spokesperson: "He is always looking at interesting investment opportunities in New York." (Interesting!)

The Post's Jennifer Gould Keil recaps the Sixth Street Schwimmer timeline:

He destroyed the 19th-century home at 331 E. Sixth St. months after the city told him it was slated for landmark status ... The property had, in fact, been one of the oldest on the block. Schwimmer paid $4.1 million for the old house in 2010.

In 2011, the city’s Landmarks Preservation Commission sent him two notices stating that it could get landmark status by 2012. But Schwimmer razed the home in the fall of 2011, earning him the wrath of neighbors and preservationists.

Noted not cool.

Chipping away the exterior detail at 112-120 E. 11th St.

As previously noted, demolition crews have been removing asbestos and whatever else from the five buildings at 112-120 E. 11th St. ... as you know, these five former residential buildings between Third Avenue and Fourth Avenue are coming down to make way for a 13-story hotel for Marriott’s Moxy brand.

According to the Greenwich Village Society for Historic Preservation (GVSHP), who helped organize several rallies here, the five buildings were ruled "landmark-eligible" by the city in 2008. However, when the buildings faced the threat of demolition this past summer, the city said that they no longer qualified for landmark status, per GVSHP.

Probably a good thing they are no longer qualified... a closer look at the buildings (thanks to EVG reader Jason Solarek for these photos) shows that the ornate details on the buildings have been chiseled off...

A 'Stop the Demolitions' rally tomorrow on 7th Street

Last week, the Landmarks Preservation Commission (LPC) announced that they will not consider a row of pastel-colored residences on Seventh Street between Avenue C and Avenue D for landmarking.

Preservationists hoped to have the buildings, which date to the 1840s, landmarked ... in part to spare the demolition of 264 E. Seventh St. for some unspecified new development. (In early September, a permit was filed with the DOB to demolish the 3-level house.)

Tomorrow at noon, the Greenwich Village Society for Historic Preservation is organizing a rally outside the buildings on Seventh Street. Via the EVG inbox...

In September, GVSHP and allied groups reached out to the city’s Landmarks Preservation Commission to urge them to landmark 264 East 7th Street, and the adjacent houses at 258, 260, 262, and 266 East 7th Street. Once part of what was known as “Political Row”, these five ca. 1842 houses, located between Avenues C and D, have rare and beautiful intact Greek Revival ornament, and are linked to the history of the early development of New York’s waterfront and to critical political figures of the 19th and early 20th century in New York.

In spite of this fact the Landmarks Preservation Commission recently responded saying they did not consider the buildings worthy of landmark designation.

Sound familiar? Earlier this year the City also refused to landmark five 19th-century Beaux Arts tenements at 112-120 East 11th Street, between 3rd and 4th Avenues.

One small positive note: due to the 2008 East Village rezoning which GVSHP and other groups fought for, the height of any new development on this block of East 7th Street is limited to 75 feet in height after setbacks. Previously there were NO height limits for new development on this block.

At the Moxy hotel protest on 11th Street last evening

A group of residents, preservationists, local elected officials and union reps came out early last evening to protest the incoming hotel by Marriott's Moxy brand slated to replace a row of buildings at 112-120 E. 11th St. between Third Avenue and Fourth Avenue.

The speakers blasted Mayor de Blasio's administration, who despite the purported dedication to affordable housing, is allowing the 300-room hotel aimed at millennials to move forward.

The Lightstone Group paid Pan Am Equities $127 million for the portfolio.

In July 2015, Mayor de Blasio appointed Lightstone Chairman and CEO David Lichtenstein to the New York City Economic Development Corporation’s Board of Directors.

According to the Greenwich Village Society for Historic Preservation (GVSHP), who helped organize the rally, the five buildings were ruled "landmark-eligible" by the city in 2008. However, when the buildings faced the threat of demolition this past summer, the city said that they no longer qualified for landmark status, per GVSHP.

Sidewalk bridge arrives outside 112-120 E. 11th St.



The five buildings of 112-120 E. 11th St. took another step toward demolition with the arrival of a sidewalk bridge this week.

As we first reported on Aug. 8, the Lighthouse Group filed permits with the city to demolish the now-empty residential buildings to make room for a 300-room hotel for Marriott's Moxy brand.

Local elected officials, preservationists and residents have spoken out against the new development.

City Councilmember Rosie Mendez, who was unable to attend the rally outside the buildings on Aug. 22, released a statement later last week:

“It is disappointing that we are losing five buildings built in the late 1800s on East 11th Street that had affordable rent regulated apartments and instead we will have a hotel that will be architecturally out of character with our neighborhood. Unfortunately, given the real estate market and effects of gentrification, it is doubtful many of the former tenants can stay in the neighborhood. These Old Law Tenement buildings were considered “landmark eligible” in 2008 by the NYC Landmarks Preservation Commission (“LPC”).

More disappointing is that for two months the LPC failed to respond when it was asked to designate these and neighboring buildings as a historic district since the buildings were in danger of being demolished. Losing affordable rent-regulated housing is unacceptable, but not getting a response from a city agency that once deemed these buildings to be landmark-worthy is outrageous.”

To date, workers have boarded up the windows on three of the buildings here between Third Avenue and Fourth Avenue...



The Moxy website shows that the 11th Street property is expected to open in late 2018.

Protest reminder about 112-120 E. 11th St.; plus concerns over asbestos removal

As previously reported, the five residential buildings at 112-120 E. 11th St. between Third Avenue and Fourth Avenue are slated to be demolished to make way for a new hotel from the Marriott family.

Last week, workers began prepping No. 120 for asbestos removal... reps for the Greenwich Village Society For Historic Preservation (GVSHP), who have been monitoring the situation here, noted the poorly sealed windows late last week... (the windows were boarded up by the end of the day Saturday...)



The posted notice points to asbestos in the window caulking...



In addition, the GVSHP notes that the company landlord the Lightstone Group hired for the asbestos removal — the Queens-based New York Insulation Inc. — has a suspect past. The company is currently barred from bidding on public contracts. (The 11th Street work is not a public contract.)



In May 2012, the company pleaded guilty to failing to pay six employees more than $30,000 they were owed, according to published reports. The case involved rooftop work at Wheatley High School in Old Westbury, Long Island.

Per the Long Island Business News: "Along with the fines, New York Insulation and its principal, Anthony Cardinale, are prevented from bidding upon or being awarded any public work projects in the state of New York for five years."

New York Insulation Inc. appears on the New York State Department of Labor's "List of Employers Ineligible to Bid on or Be Awarded Any Public Work Contract." They are eligible again for public contracts starting in May 2020.

Rally to protest East 11th Street demolition on Monday

On Monday, the Greenwich Village Society For Historic Preservation is hosting a rally/protest in front of the buildings between Third Avenue and Fourth Avenue.

In July 2015, Mayor de Blasio appointed Lightstone Chairman and CEO David Lichtenstein to the New York City Economic Development Corporation’s Board of Directors. According to the Post, when de Blasio was public advocate, "he supported Lightstone's controversial plan for a massive, 700-apartment complex along the Gowanus Canal in Brooklyn."

Preservationists say city ignored pitch to designate part of 11th Street as a historic district



In June, local preservationists made their case to the Landmarks Preservation Commission (LPC) to designate East 11th Street between Third Avenue and Fourth Avenue a historic district.

According to DNAinfo, this effort came about after the neighborhood groups learned in late May that the Lightstone Group had plans for a new hotel on the block.

However, the LPC ignored the request, according to Andrew Berman, executive director of the Greenwich Village Society for Historic Preservation (GVSHP). And, as we first reported yesterday, the Lighthouse Group has filed demolition permits with the city to take down five buildings — 112-120 E. 11th St. — to make way for a 300-room hotel aimed at millennials.

Representatives for GVSHP, the Historic Districts Council, the Lower East Side Preservation Initiative and the East Village Community Coalition all signed the letter, dated June 9, addressed to LPC chair Meenakshi Srinivasan.

The letter reads in part (you can read a PDF of the letter here):

The buildings in the proposed district are a wonderfully intact ensemble of primarily early and late 19th century structures which are largely unchanged and representative of architectural styles of the era as well as the development of this section of the East Village. Building types within this small section of East 11th Street include tenements, tenementized row houses, a concert hall/community gathering place, a parochial school and a government building. These buildings housed, educated, entertained and served the working class and immigrant residents of this area. Thus the district perfectly captures and embodies the evolution and many facets of working class New York in the late 19th and early 20th century in the East Village.

These are five Old Law tenement buildings located on the south side of East 11th Street and built between 1887 and 1892. Significantly intact, they were designed largely in the Beaux Arts style.

We asked Berman why the LPC didn't take any action on these buildings.

"I can only speculate," he said via email. "The LPC does not seem fond of expanding landmark designations these days, especially in Manhattan."

Anything left to do about this potential development?

"We are looking into whether or not every I was dotted and t crossed in terms of requirements for the tenants moving out," Berman said. "And we will continue to push for expanded landmark protections in the East Village, including in the remaining parts of this block." (They helped get Webster Hall landmarked across the street in 2006.)

Lighthouse is reportedly working with Marriott International's Moxy Hotels on the property. Reps haven't filed new building plans just yet. As we noted in yesterday's post, the Moxy website shows a late 2018 opening for the 11th Street hotel. (DNAinfo reported that residents have already been leaving No. 112-120.)

"This could have been worse," Berman said. "Before we got these blocks rezoned in 2010, you actually could have built a much bigger building here, and it would have been more likely a dorm. Don’t get me wrong, this is too big, and it’s bad. It could have been even bigger and badder, so to speak, however."

Report: Landmarked East 13th Street building sells for $21.5 million



Back in August, 126-128 E. 13th St between Third Avenue and Fourth Avenue and an adjacent property on East 12th Street arrived on the sales market.

And now, The Real Deal reports the property has a new owner: Investor Arthur Minerof's Milan Associates picked up the two buildings for $21.5 million, or $1,670 per square foot.

The dance studio Peridance has a lease through 2028 (with a 5-year option after that) while the 12th Street side houses the Alliance Brazilian Jiu-Jitsu martial arts studio.

Per The Real Deal: "Minerof ... is planning a long-term hold of the properties."

As for 126-128 E. 13th St. (as we've cut-and-pasted before), this is believed to be the last surviving horse and carriage auction mart building in New York City, according to the Greenwich Village Society for Historic Preservation (GVSHP), who helped keep the structure from becoming a seven-story condo back in 2006.

In addition, the building served as the studio of artist Frank Stella, and during World War II was an assembly-line training center for women. (Read more about the building's history at the GVSHP website here.)

In May 2012, the NYC Landmarks Preservation Commission voted unanimously to landmark the building. Several months before this vote, a State Supreme Court judge ordered the sale of the property after the condo developers lost a foreclosure suit, according to The Real Deal.

Report: Preservationists speak out against making Union Square Park a city scenic landmark

Interesting story here via New York Yimby yesterday.

On Thursday, the Landmarks Preservation Commission held a public hearing about designating Union Square Park a city scenic landmark. (While it is already a National Historic Landmark, that designation doesn't protect it from changes within the park.)

Per NYY:

Jack Taylor, speaking for the Union Square Community Coalition, said that designating the park as it is today “would be a historical travesty.” “And it pains me personally, as a committed preservationist, to take a position that seemingly dismisses landmark protection for a fabled but now flawed part of New York City history,” he added.

For starters, there is about one block of actual park ... and that has been altered already through the years. In short, it lacks "historical integrity," as a rep from the Historic Districts Council put it.

Historic carriage house on East 13th Street hits the market for $18 million



First, let's check out the Cushman & Wakefield listing for the building at 126-128 E. 13th St between Third Avenue and Fourth Avenue:

A NNN leased three level, Beaux-Arts style, loft building located on the south side of East 13th Street between 3rd and 4th Avenues. The space is leased to Peridance, a dance studio, until March 2028 with a 5 year option. The rent will increase to $623,673 per year in March 2016 and then have 3% annual increases thereafter. The tenant is responsible for all operating expenses and repairs for the property. The rent of only $40/RSF, is half of market value providing tremendous future upside. The lease is guaranteed by Capezio Ballet Makers Inc.

The asking price is $18 million. In addition, the same seller is offering the adjacent property to the south, 123 E. 12th St., for $8.5 million.

[Updated] A group exhibition at 190 Bowery opens Saturday

If you ever wanted to see the inside of 190 Bowery, then here's your chance.

Developer (and art collector!) Aby Rosen, who purchased the landmarked Germania Bank Building at Spring Street from photographer Jay Maisel for $55 million, is putting on an art show that opens Saturday night here along with Vito Schnabel.

Per the invite:

Vito Schnabel is pleased to announce the opening of First Show / Last Show, a group exhibition at 190 Bowery on May 16, 2015. Featured artists include Joe Bradley, Dan Colen, Jeff Elrod, Ron Gorchov, Mark Grotjahn, Harmony Korine, and Julian Schnabel.

“The artists included in First Show / Last Show are seven of my favorite painters. I have had the privilege of living with some of their works and have long wanted to show them together. There are very few artists whose work immediately conveys its significance, like each of these seven. They represent three generations of great American contemporary art, ranging in age from 35 to 85.

I grew up in New York City, walking by the former Germania Bank countless times. I always wanted to go inside, thinking it might be a perfect place for an exhibition. This is the first time this 1899 landmark building will be open to the public since the bank closed in 1966 and it became a private residence.



The show runs through May 31. (We updated the post because we had it completely wrong!)

As previously reported, some sort of still-unnamed creative agency has leased floors 2-6. The groundfloor retail remains on the market.

The Landmarks Preservation Commission — or a group pretending to be them — recently praised the owner's decision to keep the exterior graffiti, according to Curbed.

A few details on the 23-floor building replacing the soon-to-be demolished Bowlmor Lanes

News broke back in September that a 23-floor residential building will replace the former Bowlmor Lanes and other assorted business at 110 University Place between East 12th Street and East 13th Street.

According to DOB records, developer Billy Macklowe's new building will feature 107,965 square feet of residential space split between 52 apartments.

And now there's a few more details via the Greenwich Village Society for Historic Preservation (GVSHP), who provided an update in its newsletter yesterday.

GVSHP had repeatedly reached out to Macklowe to urge him to build a contextual development at this site. Several local elected officials also recently met with Macklowe, including City Councilmember Rosie Mendez and Assemblymember Deborah Glick.

And the result?

[U]nfortunately the news is not good. Mr. Macklowe intends to move ahead with his planned 300+ ft. tall development at this site, which will take the form of a short base with retail uses coming out to the streetwall, and a very tall, narrow, residential tower rising above it. At approximately 308 feet in height, this will be one of the tallest, if not the tallest, buildings in the Village. Apparently Mr. Macklowe has told elected officials that the building will be limestone rather than glass or steel.

Per GVSHP:

This is extremely disappointing news, and sadly reflects the lack of landmark protections for much of the University Place corridor, and the current zoning, which allows towers of this size if a developer assembles a large enough site, as has been done in this case.

After 76 years in business at 110 University Place, Bowlmor Lanes closed for good this past July 7. The demolition permits were filed last Friday.
