I can only think of three possibilities:
1) Whoo hoo!

Perhaps a disgruntled H&R Block employee went postal and shredded his clients' tax returns and supporting docs?

Two other possibilities...
1) really messy identity thief.
2) A sanitation work went to lift the bag and it ripped open. Sanitation worker says "fuck it" and just moves on.
