In the absence of any information to the contrary, I'd imagine this was a lip-synched tv appearance in Europe or the UK made while Brian was back home recording the tracks for Smile. The YouTube comments suggest this was a live gig and the studio track has just been dubbed on top, but it sure looks like they're miming playing their instruments. Mike's hat looks more excited to be there than they do.
