Sex and the recession
So, apparently, New York City is still being marketed in the Sex and the City manner in which this ad suggests:

Ha! Gino ALWAYS charges $5 to hem pants ($7 for a cuff), recession, depression, no matter. He hasn't raised his price since I started going to him 15 years ago. 14th St bet A/B.
Of course, you have to factor in additional $5 because he never has them ready the day he says, so you have to go into Blarney Cove for a drink to wait for them to be ready.
