From the EVG inbox... a reader writes about a loud, constant ventilation noise outside the resident's building at 11 St. Mark's Place between Second Avenue and Third Avenue (north side of the street).

I'm not sure of the source of the sound; I walked around the block from St Mark's past the new building [the 9-story 1 St. Mark's Place] almost finished on 3rd Avenue and down Stuyvesant north of 2nd Avenue. From the sidewalk, I couldn't hear the noise ...
The noise could be from the new building on 3rd Avenue but could be from one of the restaurants that line St Mark's or Stuyvesant. It's not an AC. It sounds much louder. It sounds like it's coming from the courtyard behind 11 St Mark's. It started a couple days ago.
Our guess was from the renovations for 8-14 Stuyvesant St., where the food-hall concept Wonder is on the way.
The resident filed a noise complaint at 311. Are any nearby residents hearing this, too?

Ave C & 10th St has coned midnight work done every night this month on different locations. Nowhere in the EV is noisy more than this block/intersection.
my turn. Saint Marks between 1st and 2nd. noisy every night with all of the drunken children reveling in the streets. can’t even open our windows until 5 am.
I heard the jack-hammering after midnight and couldn't believe it.
All the industrial fan/engine sounds will eventually drive me insane. I think of the people alive during the industrial revolution who woke up one day only to realize the silence and nature sounds at night were forever gone. How quiet it must have been before the rise of machines. The constant buzz causes a lot of stress and anxiety. I know I can't be alone, and it must affect animals as well.
Noise causes stress and us very detrimental to health. In some neighborhood the noise code is enforcement in others not. When do we get help from elected officials to get the City to enforcement existing codes and rewrite law and enforcement regulations to be better protect our health, life, and well-being? EV is particularly plagued by rooftop event spaces with amplified sound devices, as well as the nuisances described in the article. We need change!

311 is not a difficult call to make, particularly if you use the app.

From vast experience, 311 is a completely useless tool when it comes to noise complaints. And the calls are time consuming and not easy at all. I know by now the exact procedure of what happens after you make the call. Its a scam.
Also, you can't fight ConEd. They just mark any overnight work as an emergency repair and then they can do whatever they want even though it is work that can be done during daytime hours.
I sympathize with anyone who experiences these disruptive noises. I live on First Avenue between 13-14 streets; a new store on the block which opened last September replaced a faulty exhaust motor with a very noisy one mid December. From 10 am until 1-2 am (depending on the day of the week) a constant buzzing drove everyone crazy. We placed a noise complaint with 311 and a week later we got a call from DEP. They scheduled an inspection on January 8th; the inspector found the noise (61 dB when on versus 52bB when off) to be a violation of the noise code. They gave the owner of the store 30 days to fix it. On day 29, he finally did. Our quality of sleep has been restored and we no longer feel at edge like we did during those two torturous months. If you are able to pinpoint the origin of the noise, DEP will intervene and make it right. Good luck!
Tuesday night, 11:45pm and the jackhammers are out again. Anyone know what's prompting this night work? I don't hear it during the day.
Help with noise from elected officials in THIS neighborhood? Now that’s funny. After getting nowhere with the owner of one particular bar on my block, there were months of calls and emails to Carlina’s office. All I heard back from that office was crickets. And CB3 said: that’s not what we do. Yeah, but YOU issue the liquor licenses.
Finally begged management for new windows that seal. That took a while, but game changer. Alas, if I want to sleep I can forget about ever opening my windows for a fine nighttime breeze.
