It says clearly on the bottom right "limited to Department circulation". This notice was not meant to be posted in public, but obviously, some asshole did.
Ah! Good one, anon! I never made it past the "fucking" part. I saw quite a few of these along Second Avenue. Wonder if it was an accident or ...
The real question is: Could this robber had worn something a bit more subdued? Look at this track jacket. I would have gone with basic black or grey.
