Assuming this is (was?) a rent-stabilized building, do the owners have to remain committed to keeping the apartments stabilized if it has to be torn down or significantly remodeled?

I lived in this building for nearly 9 years - 5th floor and 2nd floor. Landlord owns Peter Luger. Scum.
I think the rent stabilized folk are screwed.
