I would take that "Take Over!" as a redesign invitation for a revolution type image.
Today they seemed to be using the lot for a film shoot. Now that the spaying & neutering is gone, it qualifies as "this could be anywhere."

Maybe the whole thing went up for the filming.
EV, the mascots in the mural just don't make up for the lost cats and dogs. I miss my two-story tall Charlotte!
