Did you do a post on this building before? I've looked in there and wondered how they could possibly stay in business...unless they've got a monopoly on the water meter repair biz.
I think I did a post on another mysterious 13th Street business — one between A and First.
I've never seen any come or go from this address at City Water. I assumed that it was empty....
