Well, presumably it means people are putting the key in the lock, turning it, and pulling the door open by pulling the key instead of using the handle.
Not sure why one would do this, which risks breaking or bending the key, but perhaps the tenants all carry those little bonsai dogs in the other hand?
Wait, your doors really all open out? In every apartment building I've ever lived in in NYC, the doors open in... I thought that was how it was supposed to be!

Why is it that, unlike every other front door in the world, the front door on virtually all NYC apartment buildings opens out, not in?
It's bad design, when opening a door requires TWO hands.
That said, the management is justified in asking tenants to respect the bad design.

High occupancy apartment building+fire = people being crushed against a door trying to open it inward.
