that's the Russian Mars Probe that FAILED to launch into proper orbit. if they don't fix the problems by the end of the week it will crash back down to earth with 12 tons of toxic fuel consisting of nitrogen tetroxide and hydrazine.
last time something like this happened, in 2008, the US Navy had to shoot down a satellite with a missile because it was worried about just 1/2 ton of hydrazine on board.
