Is "East Village Today" some kind of bot? That comment makes no sense. All that username's comments are weirdly chipper exclamations that don't really scan in a sense-making way.

Let's focus our attention to the right. The kid in the kilt is giving me life. I also like how these young punks are colorful and clean and seem happy. It's a nice contrast to the army-navy store heroin addict style that's ruled for so long.
I suspect east village today is an out-sourced hire for some entity that is trying to drive traffic to their own "blog" or news source or whatever it is trying to be.
So you hire very cheap labor and you get them posting mostly irrelevant posts.
8:24AM...this "username" 's comment was not a bot but rather a comment just having a bit of fun on this rainy Saturday...but you'd have to examine the photo closely to get the joke...though, granted, it may be too childish for some.
Shouldn't East Village Today be commenting on how these visitors should clean up themselves and if they do they will have an uptick on photo opportunities.
