Conga guideline for the Dance Festival!
It is not painted... I didn't get a chance to analyze it too closely... was on my way to pick up the rental stilts for the Dance Parade...
That's a lotta blow, babe.
I've seen some of that same mysterious substance in our courtyard (a few blocks west). It just showed up... scary, kinda.
