More about the return of the 14th Street busway; 12th and 13th street bike lanes now permanent



As you probably heard, Mayor de Blasio announced yesterday that the city will try an "experimental new transit improvement" on 14th Street starting in June as a way to keep people moving during the starts-tomorrow-evening L-train slowdown.

Beginning in June, there will be four lanes of traffic (two in each direction) along with a new M14 Select Bus Service. Buses, trucks and emergency vehicles will be given priority in the center lanes on 14th Street from Third Avenue to Ninth Avenue. There won't be any through traffic for cars, private vehicles will still be able to use 14th Street, but only for pick-ups and drop-offs — or for accessing garages along the six-block stretch.

This restriction is expected to last for 18 months during the repairs on the Sandy-damaged L tubes.

City agencies had already taken the first steps to make 14th Street a car-free busway. However, with the full L-train shutdown called off by Gov. Cuomo in early January, those plans were put on hold.

In addition, the city announced yesterday that the bike lanes on 12th Street and 13th Street, which arrived last fall in anticipation of a full L-train shutdown, will be made permanent.

Here's some of the more relevant information for East Village residents via the city's news release:

• 14th Street Transit/Truck Priority (TTP) – The MTA and DOT announced earlier this year that M14 SBS would be coming to the 14th Street corridor in 2019; the corridor carries one of the most intensely used bus routes in the city, with the M14A/D carrying 27,000 daily riders and providing a critical connection from the Lower East Side to Union Square and the Meatpacking District.

To make sure these buses move quickly and reliably, DOT studied international best practice for busy transit corridors, including along King Street in downtown Toronto, where in 2017, new regulations that prioritized transit and pedestrian uses were piloted along a major streetcar route. The Toronto changes, popular with transit riders, dramatically reduced travel times and increased safety along the corridor — and have been since made permanent.

Working with MTA, DOT will pilot a similar arrangement on 14th Street. Starting later this spring, the new TTP changes will include:

-Only buses, trucks and emergency vehicles will be able to use 14th Street between 3rd and 9th Avenues as a through route.

-Local traffic will still be permitted to make pickups and drop-offs along the corridor and access garages, but cars will always need to turn right at the next possible location. Left turns will not be allowed.

-New curbside regulations will prioritize short-term loading and passenger pickup activity.

-Intersections along 14th Street will be designed with new turn lanes where appropriate to ensure that bus lanes will remain clear. Intersections will also receive Vision Zero treatments, including painted curb extensions that enhance pedestrian safety.

The new design builds on proposals made during the original L train planning process, but also incorporates key feedback from local residents to ensure that curb access remained available, and that through truck traffic not be diverted to local streets.

Construction will begin this spring for completion in time for the launch of the M14 SBS in June. During that time, DOT will conduct significant outreach to stakeholders, including the five different community boards served by 14th Street. This will be accompanied by educational campaigns for the people who use 14th Street.

DOT expects to enforce the new TTP lanes through automated cameras along 14th Street. The agency will publicly announce the commencement of camera enforcement, which will not begin until at least 60 days after the new SBS route is established.

In other news...

12th Street/13th Street Protected Bike Lanes – DOT will also pursue permanently retaining bike lanes it had installed in 2018 along 12th and 13th Streets. Since being painted last fall, cyclist usage of the nearly three miles of new protected lanes over the winter has outpaced bike counts from last summer. The new lanes have become a part of the agency’s crosstown protected bicycle lane strategy ... In response to community concerns, more delineators and loading zones will be added.

Meanwhile, there's no word yet about which M14A/D stops along Avenue A and Avenue D might be eliminated to speed up the notoriously slow bus routes. There is opposition to the MTA's plan to cut back on local bus stops.

Making the case for 2-way bike lanes on Avenue B



A movement is underway to secure two-way bike lanes on Avenue B, an increasingly congested 14-block corridor currently without any marked paths for cyclists such as on Avenue A and Avenue C.

The awareness campaign commenced along the Avenue this past Friday...


The idea came about via parents who bike their children to area schools — including the East Village Community School, the Children's Workshop School, Tompkins Square Middle School, the Earth School and East Side Community High School.

After presenting the idea to, and receiving support from, the East Village Community School Parent Association, East Village resident and parent Choresh Wald approached Transportation Alternatives, who has endorsed the proposal and is helping spread the word via #BikeAveB on social media.


There's now a petition in circulation, which you can find here.

Per the petition, which is signed by Wald:

A historical source of Alphabet City's fight for tenants rights and neighborhood empowerment, Avenue B today is a vibrant 14-block stretch in the East Village that is lined with schools, cultural institutions and community gardens. Tompkins Square Park, the adjacent libraries and burgeoning night life combine to make Avenue B an increasingly busy corridor for people on foot and on two wheels.

Despite being a narrow avenue, Avenue B allows two-way travel for cars, but has no dedicated lanes for anybody who wants to ride a bicycle. Yet parents and neighbors alike are already choosing to ride down this unsafe corridor.

To make the problem worse, trucks and commercial vehicles have no curbside loading zones. Every day we see them double-parking in order to make deliveries to the dozens of small businesses along Avenue B.

We need a safe, two-way protected bike lane on Avenue B, complete with pedestrian safety improvements!

The closure of the East River bike path as part of the upcoming East River Coastal Resiliency plan adds real urgency to the situation. The loss of the East River Greenway park facilities for several years will increase demand to transform Avenue B into a street that can be safer for all users.

By local law, our youngest New Yorkers are allowed to ride on the sidewalk until they are 14 years old. But some of us can't afford to allow them to bike independently given the current conditions of our streets. Community Board 3, we need your help! When our daughters and sons turn 14 years old they will need a safe place to bike on Avenue B.

We've heard from several residents in recent months about an increase in traffic from commercial vehicles in part due to the arrival of Target last summer on 14th Street between Avenue A and Avenue B (at least one other big-box store is expected in the retail space below the newish residential building EVGB) ...

Wald and other parents plan to meet with City Councilmember Carlina Rivera's office in the next few weeks to share their proposal. Wald also hopes to present the plan to Community Board 3 early this summer.

A rally this morning to keep the busway and bike lanes added for the L-train shutdown

This morning at 10, Transportation Alternatives is hosting a "Stay, Bus & Bikeway!" rally on 14th Street at First Avenue.

The transit advocacy group has said it would be a mistake for the city to reverse course on the 14th Street bus lane additions and the 12th Street and 13th Street bike lanes now that L service between Manhattan and Brooklyn will only be shut down on nights and weekends. L-train non-shutdown fallout: Bike lane battle shaping up along 12th and 13th streets

The newish unprotected bike lanes on 12th Street and 13th Street have become a battleground following Gov. Cuomo's sudden cancellation of the L-train shutdown.

The lanes arrived back in late October and early November, part of the city's plans to help move people when the L-train was to shut down in April 2019 for 15 months for Sandy-related repairs between Eighth Avenue and Bedford Avenue.

Now, though, the 14th Street Coalition is asking the city to remove the bike lanes and the newly painted dedicated bus lanes on 14th Street. (The Coalition also sued to stop the bike lanes and busways in October.)

Streetsblog was first to report this past Thursday that someone spread broken glass along parts of the bike lanes on 12th Street and 13th Street on the west side. Per Streetsblog: "[C]yclist Jonathan Warner noticed that the lanes on 12th and 13th streets were covered in patches of broken glass, which he believed was an intentional attack on cyclists."

At the same time, Transportation Alternatives launched a petition drive to retain the bike lanes (as well as the 14th Street bus lanes). Per the petition:

With M14 buses traveling at barely above walking speed, 14th street sidewalks fill to the brim with pedestrians, 12th and 13th street bike lanes adding a safe way for people to bike crosstown and upcoming infill expansion of Citi Bike, these improvements were needed before the announcement of the shutdown, are going to be needed during the partial shutdown, and will be needed after the repairs are finalized.

These improvements will help provide faster, safer and more efficient modes of transportation for New Yorkers to travel crosstown and alleviate congestion in our streets.

There were also signs up along the bike lanes... an EVG reader shared this photo from Thursday night on 12th Street between Fifth Avenue and University Place...



Per the EVG reader: "Funny thing is, the NYPD does a shit job of policing the lane so there were, as usual, many cars parked right in the green stripe on several other blocks, rendering the bike lane unusable. But that’s normal, whereas broken glass and nasty NIMBY notes are a little more novel."

The arrival of the broken glass and signs drew a strong response from city officials...



In a statement to Streetsblog, the 14th Street Coalition said they "had no involvement in, nor condoned, the defacing of bike lanes."

Meanwhile, also on Thursday, someone painted "Bring back our parking" on 13th Street just east of Avenue A...

Last Tuesday, Andy Byford, CEO of the New York City Transit Authority, told attendees of CB3's Transportation, Public Safety, & Environment Committee meeting that the fate of the bike lanes is up to the Department of Transportation while the future of the 14th Street Select Bus Service will be a joint decision.

In other post-L-train-shutdown developments... residents are asking what impact Cuomo's new plan might have on the construction on 14th Street between Avenue B and First Avenue.

One longtime 14th Street resident, who has spoken out on the numerous quality-of-life issues the construction has created in the past year, told me this:

"We're not sure if this will affect us at all much. We do hope, however, that the pols will call for an immediate stop to the night time and weekend work. There is no need to subject our neighborhood to these hours now.

Also, the MTA needs to be pressured to finish [the new entrances on] Avenue A. There is no reason it can't be finished now. They were just stalling the use it as the entry/exit for their infrastructure. An exit doesn't take three years to build."

T&V also noted that workers removed some of the L-train renderings from 14th Street after Cuomo's announcement. A few remain for good measure, though...



The MTA is now holding an emergency public meeting tomorrow to discuss the L-train's reconstruction future.

Report: Andy Byford talks L-train changes and next steps at CB3 committee meeting



Andy Byford, CEO of the New York City Transit Authority, attended CB3's Transportation, Public Safety, & Environment Committee meeting last night for an L-train update.

As transportation reporter Aaron Gordon noted at Gothamist:

Byford only attends higher profile events like town halls and dispatches underlings to small community board meetings. But he told the roughly three dozen residents of CB3, which encompasses the Lower East Side from 14th Street to the Brooklyn Bridge, that he came in person because “I owe it to the community to come out and explain to you as best I can what we know about what has changed and to go through what hasn't changed.”

He outlined what Gov. Cuomo's new plan is... then went on to other topics, such as:

On the safety front, Byford is convening an engineering team, which he promises will be independent not just of the MTA but of New York politics, to review the new plan and ensure it does not jeopardize anyone’s safety. But he has not yet determined who will be the independent reviewers or when their report — which he promises to publicly release — will be done.

At the same time, his team at Transit will review how often the MTA can run L trains on nights and weekends when one of the two tubes is closed, what alternate service should be provided, and how best to communicate those changes to riders.

He reiterating throughout his talk that he will "not be steamrolled" by Cuomo's L-train desires.

About three dozen people were in attendance (there were rumors of Byford's appearance in the hours leading up the meeting). A few people asked questions:

Most of the questions focused on what would happen to the new bike lanes and 14th Street busway that had planned to ease commutes during a full L train shutdown. The bike lanes are entirely up to the Department of Transportation, said Byford, while the future of the 14th Street Select Bus Service will be a joint decision.

To L and back: Reactions and questions over Gov. Cuomo's surprise subway announcement



In a surprise move yesterday, Gov. Cuomo announced that the L-train won't be completely shut down between Brooklyn and Manhattan for Sandy-related repairs in April after all.

With this new plan, workers will repair the Canarsie tunnel one tube at a time on nights and weekends, with one track remaining open for service... all over the course of 15 to 20 months.

According to Cuomo, crews will install cables on racks along the inside of the tunnels, and leave the old cables where they are. Per various published reports, the workaround relies on the use of a fiber reinforced plastic, which hasn’t been used in the United States for this type of tunnel repair.

There are questions about all this...

Meanwhile, here's reaction from two local elected officials...

Sen. Brad Hoylman:

“As the State Senator who represents the entire stretch of the L train in Manhattan, I welcome any alternative to the L-train tunnel shutdown that repairs the tunnel within the current project timeline and maintains train service, while eliminating the need for hundreds of additional dirty diesel buses in our neighborhoods and traffic on side streets.

That said, after three years of planning and community input, my constituents have reason to be circumspect about the details. It’ll be the job of the new Senate Democratic majority along with our Assembly colleagues to provide sufficient oversight of the MTA and this plan.

In addition, we must continue to push for more reliable train and bus service, planned upgrades to our station and bike infrastructure, and work toward the ultimate goal of reducing car traffic through congestion pricing.”

District 2 City Councilmember Carlina Rivera:

“While I believe that the State and MTA are committed to providing the best L train plan for New Yorkers, I am disappointed that today’s news was announced without warning and with nowhere near enough detail, after years of careful planning by our communities.

Residents in my District are now in the dark about how they will be impacted by this new plan, and I am worried that many New Yorkers unnecessarily moved from affected areas and local small businesses suffered preparing for the expected shutdown.

In my discussions with MTA officials [yesterday] afternoon, I did hear some encouraging information, including potentially less noise and construction along 14th Street between 1st Avenue and Avenue B. But I am still left with more questions than answers.

As we learn more and weigh the dramatic impact this plan will have on our city, I am calling on the City Council to hold hearings this month on this plan so we and the public can have our questions fully answered from State and agency officials well ahead of the plan’s commencement.

In addition, the city Department of Transportation must stay the course with that the current L Train Alternative Service Plan, including new bike lanes, bus routes, and protected bus corridors, until the public and advocates are able to process and comment on this new plan.

But regardless of how the L Train Tunnel repair goes, our State and City agencies must deeply evaluate how the mishandling of these announcements continues to erode public trust in our most important institutions, and work to redouble their efforts with our communities.”

At an unrelated event yesterday, Mayor de Blasio said that "anything that avoids disruption I favor obviously and a lot of people in Brooklyn, a lot of people in Manhattan have been really worried about the L train shutdown," as reported by the Associated Press. "So, if there is a plan that can be better for the people of our neighborhoods, that's great, but I want to reserve any further judgment until I hear more."

The immediate impact this might have on the construction along 14th Street between First Avenue and Avenue B isn't known just yet. There are many questions, such as what does Cuomo's new plan mean for the power substation slated for 14th Street and Avenue B?

The Times had more on East Village impacts:

Construction and congestion on side streets in the East Village could be abated, sparing neighbors fumes from supplemental buses and asbestos in the debris removed from the tunnel.

Andy Byford, who oversees New York City’s subways and buses, said there would likely not be a high-occupancy vehicle lane over the Williamsburg Bridge, as had been planned. Additional ferry service from Brooklyn to Manhattan will also not be needed.

No decision has been made regarding shutting down 14th Street in Manhattan for bus service...

City continues 14th Street prep work ahead of the L-train closure

In recent weeks, I've noted how the city continues to prep 14th Street for its expanded role during the 15-month L-train closure next spring, including the markings for the Select Bus Service (SBS) lane between First Avenue and Third Avenue and the arrival of the dedicated bike lanes on 12th Street and 13th Street.

As previously reported, 14th Street will serve as a (mostly) car free busway for displaced subway commuters.

In an article posted Tuesday, Crain's (HT KT!) pointed out the latest alteration: red traffic lanes at 14th Street intersections between Third Avenue and Ninth Avenue, "which will signal that motorists must exit."

To Crain's:

By April, white Bus Only wording will be stenciled in the black boxes to make the message clear. Similar restricted lanes are planned for Delancey Street between the Williamsburg Bridge and the Bowery.

And next?

Also to come are pedestrian walkways on 14th Street to relieve jammed sidewalks, as well as designated curbside loading zones for businesses.

The storm-related repairs to the East River crossing could drive 275,000 daily underground commuters to ground level at 14th Street, where the city plans to direct cars from the thoroughfare and run 80 buses per hour.

This SBS service launches on Sunday, April 21.

Green paint arrives on the new 12th Street bike lane



On Wednesday, crews painted the new eastbound bike lane on 12th Street... I spotted them between Second Avenue and Avenue A ...







The bike lane for 13th Street arrived at the beginning of the month.

Meanwhile...


As previously reported, the city put in a bike lane on the north curb of 12th Street from Seventh Avenue to Avenue C, and the south curb of 13th Street from Greenwich Avenue to Avenue B separated from traffic with a painted buffer ahead of the April L-train closure.

The bike lanes are just one of the ways the city hopes to keep people/commuters moving during the 15 (or so) months that the Canarsie Tunnel under the East River gets repaired.

More signs of the 14th Street SBS lanes



The city continues to prep 14th Street for its expanded role during the L-train closure next spring. Last week the markings went down for the eastbound Select Bus Service (SBS) lane between First Avenue and Third Avenue...







The westbound lanes are already in place (as noted here).

Here are more details, per the MTA:

The M14 SBS will supplement existing M14A and M14D local bus service on 14th Street, making five stops in each direction between First and Tenth Avenues ... Just before the L train tunnel reconstruction project begins, the M14 SBS route will be extended east to the planned Stuyvesant Cove ferry terminal on the East River to accommodate ferry customers from Brooklyn. Once M14 SBS is implemented, combined with the existing 14th Street local bus service and daily high-occupancy vehicle restrictions on most of 14th Street from 5 a.m. to 10 p.m., crosstown buses will be scheduled no more than two minutes apart during peak hours.

This SBS service launches on Sunday, April 21.

1st signs of the 14th Street SBS lane



Back on Thursday, the city began to mark the westbound Select Bus Service (SBS) lane on 14th Street between First Avenue and Second Avenue. (Thanks to KT and Pinch for the tip on Thursday!)

This work is happening ahead of the L-train closure that officially starts now on April 27.

As the MTA and DOT announced last week, this SBS service launches on Sunday, April 21 "to allow for customers to sample and become acclimated to new travel options."

"With DOT crews now putting down new street markings for bus lanes and bike lanes, we are deeply committed to having our streets ready for the tunnel closure next April," DOT Commissioner Polly Trottenberg said in a statement issued last week. "From a ‘bus bridge’ over the Williamsburg Bridge to the 14th Street Busway, from more Citi Bikes to expanded pedestrian space for displaced train commuters, we and our MTA partners are up for this enormous challenge."

The SBS route was originally set to start on Jan. 6. Officials haven't offered a reason why the start date was pushed back to April 21.

Here are more details, per the MTA news release in July announcing the new SBS service:

DOT puts down the green paint on the new 13th Street bike lane (except for one mysterious spot)



DOT crews yesterday painted the new westbound bike lane on 13th Street... starting at Avenue B (the crew was just west of Second Avenue when I saw them)...



There is a curious gap just east of First Avenue... at first glance, it appears the the paint crew simply stopped and continued past the parked car...



However, a reader of the block chimed in saying that there's a curb cut here (and the car parked here later, seeing as the back wheels are on the freshly marked lane)...



The DOT team also skipped the construction zone in front of the incoming Thirteen East + West condos west of Avenue A.

As previously reported, the city put in a bike lane on the north curb of 12th Street from Seventh Avenue to Avenue C, and the south curb of 13th Street from Greenwich Avenue to Avenue B separated from traffic with a painted buffer ahead of the April L-train closure.

The bike lanes are just one of the ways the city hopes to keep people/commuters moving during the 15 (or so) months that the Canarsie Tunnel under the East River gets repaired.

Only 178 shopping days left until the L-train shutdown



As you may have heard, read, seen, the MTA yesterday announced that the much-anticipated and long-dreaded (but necessary!) L-train shutdown will begin on Saturday, April 27, 2019.

If you missed this, then here are more details via the MTA news release, shared here...

MTA New York City Transit (MTA NYC Transit) and the New York City Department of Transportation (NYCDOT) announced new details about what customers can expect ahead of April 2019 when the L train tunnel between Manhattan and Brooklyn is closed for 15 months for extensive repairs from Superstorm Sandy...

• The L tunnel will close for its 15-month reconstruction on Saturday, April 27, 2019. This means that the last day for L service between 8th Av and Bedford Av in Brooklyn will be Friday, April 26, 2019. L train service will continue throughout Brooklyn, between the Bedford Av station, which will remain open during the tunnel closure, and the Canarsie-Rockaway Parkway station.

• The alternative service options for customers, which includes five additional bus routes, a new M14 Select Bus Service on 14th Street and a ferry service, will begin on Sunday, April 21, 2019, to allow for customers to sample and become acclimated to new travel options. The additional subway service on other lines – more than 1,000 additional roundtrips – will begin on April 28, 2019, following the L tunnel closure. • Customers will be able to meet in person with MTA NYC Transit and NYCDOT team members to plan their routes, through a series of open houses, pop-up events or one of the three mobile information centers – two vans and a bus – which will make stops to meet with customers. Official dates and times for open houses and schedules for events and the mobile information center locations will be posted on the L tunnel reconstruction website once announced.

• Numerous stations have received or are receiving capacity expansions, with newly reopened or expanded entrances, stairs and corridors. NYCDOT and MTA NYC Transit are coordinating with key City agencies – such as the NYPD, Department of Buildings and Citywide Events Coordination and Management – on aligning City operations with the needs of L train alternate transit services, including working to minimize disruption from construction projects and events.

• The construction for the project is on schedule. In Manhattan, the construction site footprint and hours of work both reduce between 1st Avenue and Avenue A in January 2019. In Brooklyn, most barricades will be removed along with permanent street and sidewalk restoration on Bedford Avenue by early November 2018, and throughout early 2019, work will continue to open and do permanent finishes on the additional stairs, three of four which have already opened for increased capacity.

• Officials are committing to monitor the air for particulates typically caused by diesel emissions, known as PM2.5, and making results publicly available. This is in addition to the air quality monitoring already in place for the project’s construction sites.

• Outreach continues with customers, local residents, local businesses, and elected officials.

“We’re continuing unprecedented efforts at public outreach, responding to local communities and giving as much notice as possible on key dates in this project,” said NYC Transit President Andy Byford. “With the l running as a Brooklyn-only service for 15 months starting after the weekend of April 27, we’ve been hard at work with our partners at NYCDOT and other City agencies to make sure that the alternate train, bus, ferry and bicycle networks work together to get people around successfully.”

“With DOT crews now putting down new street markings for bus lanes and bike lanes, we are deeply committed to having our streets ready for the l tunnel closure next April,” said DOT Commissioner Polly Trottenberg. “From a ‘bus bridge’ over the Williamsburg Bridge to the 14th Street Busway, from more Citi Bikes to expanded pedestrian space for displaced l train commuters, we and our MTA partners are up for this enormous challenge.”

For a reminder about remaining L service changes in 2018, visit the L 2018 service notice page. To help customers plan ahead in 2019, new service information details about the L in 2019 include:

Overnight service closures and weekend closures during February, March and April 2019, from 8th Av in Manhattan to Broadway Junction in Brooklyn to prepare the tunnel ahead of the closure and to expedite maintenance on the l tracks remaining in service when the tunnel is closed. Weekend dates scheduled are:

Bike lane line work continues on 12th Street



As we reported on Wednesday, crews are laying the pedalers’ paths and new parking lanes for the protected bike lanes on the north curb of 12th Street from Seventh Avenue to Avenue C, and the south curb of 13th Street from Greenwich Avenue to Avenue B.

EVG regular Lola Sáenz noted this morning that workers are creating the bike-lane outlines on 12th Street ... with crews spotted at First Avenue...





... and heading east toward Avenue C...



One worker told Lola that the green machine is on Greenwich today painting the bike lanes... and making its way toward the east...

Prepping for the new protected bike lanes on 12th and 13th streets

Back on Sept. 20, we noted that — presumably — DOT officials distributed the above flyers to residents who live on 12th Street and 13th Street... providing information about protected bike lanes that are in development on 12th Street and 13th Street (as well as Horatio Street and Greenwich Avenue) ahead of the April 2019 L-train shutdown.

As reported in June, the DOT decided against its original idea for a single, two-way bike lane on 13th Street in favor of two separate, one-way lanes for 12th and 13th streets.

The city is putting in a bike lane on the north curb of 12th Street from Seventh Avenue to Avenue C, and the south curb of 13th Street from Greenwich Avenue to Avenue B separated from traffic with a painted buffer and flexible delineators.

Multiple EVG readers have pointed out that this work has started in recent days/weeks (painted buffer and flexible delineators still to come).

During the L-train outage, DOT officials expect these bike lanes to handle a surge in people bicycling. Cycling advocates have applauded this development, citing the lack of protected bike lanes going crosstown.

While the bike-lane work is moving forward, another lawsuit is aiming to put an end to this plan, as well as other L-train related planning. As Gothamist reported on Oct. 2:

On [Oct. 1], West Village resident and attorney Arthur Schwartz filed his second lawsuit against the MTA and the DOT, calling for yet another environmental assessment, as well as last minute changes to the agencies' sweeping mitigation plan. Specifically, Schwartz and his allies are opposed to the creation of a dedicated busway on 14th Street and an adjacent sidewalk expansion for pedestrians, along with the addition of protected bike lanes on 12th and 13th Street.

"The goal is to eliminate those bike lanes as designed, to make them not protected bike lanes or not do them at all," Schwartz told Gothamist, adding that his preference would be for the lanes to be restored to parking spaces. "I just don't think there's any genuinely demonstrated demand for people who used to take the L train who are all of a sudden going to hop on a Citi Bike."
