maybe they thought the cat was lost or abandoned? I hope that's all it is

Seems to me that this cat was a deli cat. I would steal it to and give it a proper home where it's fed and sheltered rather than forced to live off rats and mice.

It seems we even have a word in the language for this:
Give it back you dirty cat-napper!

People suck and I lose faith in humanity more and more every day.

They probably thought they were "rescuing" the cat, without putting flyers out or trying to find the owner.
Deli cats are loved by their owners and the customers- not all cats enjoy being locked up in an apartment all day- my stoop cats that I have been sheltering for the winter try to roam the hood every day and would hate being confined. PS Cats enjoy hunting mice and insects, it's in their nature and is their natural diet to eat creatures of all stripes.
