Derek Berg notes this scene at the Tompkins Square Park Dog Run today... The area around the doggy pool is taped up like this ...
He recently spoke with a city engineer who was inspecting the area outside the dog run because of complaints of "flooding." He said that there was probably more water flow than the drains can handle.

Strange, considering there never seems to be enough water pressure to run some sprinklers so that it doesn't get incredibly dusty.
Yes. There is always a LOT of water heading to and causing a stream between the dog pool area and the nearest grate. It is a pain to navigate over/around when the pool is in use/getting rinsed out. They need to fix it stat!
We will miss the stream running to avenue b but most likely is in all our interests. And the park policeman who put up the tape was super nice and actually filled up the dog water bowl before putting up the tape which he and we knew would do no good as the day wore on.

The Parks Dept's engineer designed that water basin so the water would spill out onto the park walkway. It never made any sense to me. He even walked me along the path that the water would flow towards the road...explaining to me that it would be like the water flowing away from the seal fountains in East River Park. Ridiculous. So now we'll have to look at costs to regrade the concrete so the water flows towards the center drain -- and not onto the walkway.
