I tired to call 311 to complain but they didn't know anything about "Santacon" they said and there was no way to formally complain. That is why they told us that nobody "formally" complained, because they have no way of accepting those complaints. What can we do? This was horrifying.
Cheer up, fellow travelers. In a few weeks we will have a city hall that will listen (one can hope.)
