Love this video. Sucks about the noise --- it's slightly screechy and just low enough for a super to shrug, but high enough to understandably annoy the shit out of you. Love the commentary.
This noise sounds like either an A/C unit or a machine shop. If it is an AC unit the fan in it has a bad bearing. If it is from a machine shop I doubt those who own it would be stupid enough to run it at night time.
Try to get a directional microphone and move it around to see where it reads the highest sound level. That will point you in the right direction of the noise source.
Great video...Feels like a horror movie trailer. I was half expecting a grisly wood-chipper scene.

in semi-civilized countries like England the State would get involved in this, having recognized the health effects of noise pollution. Have you called 911 - there is a group that does noise checks, although they are lazy jerks. We've had similar noise from the restaurants at East 6th in little India forever, 12-12 daily, when I got the city noise people over, they shrugged and wouldn't do anything because there are so many restaurants they couldn't be bothered to figure out which ones are making noise. Of course I'm stuck with the disco bass coming from Souen through the walls since they installed their speakers in their ceilings.
Call 311 and ask to have the DEP come and investigate. There are regulations on noise. I have done this for a commercial AC unit near our building that was very noisy. The DEP will come with sound monitors and measure if the sound is allowable or not. If not then building owners get summons and fine until they fix.
It might be worth getting an overhead shot of the block from Google Earth, or Google Maps, and identify the buildings with rooftop ventilation and go building to building. Time consuming, a little, but they might take a mob of pissed off neighbors serious and do something about it.
Has anyone reached out to the local news? They might pick up the story on a slow news day.
Triangulate on it. Walk around... you should be able to narrow it down a bunch. Then get up on top of the highest building and figure out if it is an HVAC issue, which is quite likely.
Weather/humidity/rain can influence the size of machinery... which makes the problem go/come at different times. Even in brand new equipment (which can be poorly made and make noise).
not sure if it;s the same noise, but was with a couple of mom's who live on 7th btwn B&C last week and they mentioned the same noise. One mom said it came from HER building. Don't know if there's truth or connection to this- we were at Tompkins Sq Park, but worth checking out... good luck!
get an audio surveillance listening dish and point it around to identify where the sound is coming from, optimally from the roof of one of the surrounding buildings

Hi, I live on 8th between B and C and hear this noise quite regularily for what seems like forever! We always assumed it was the renovations at St Brigids church which oh on B and 8th, it quite often sounds like a woodshop saw. Have you thought about that? The work is still on going and the street often full of workmen. Good luck, Kate
