Might help to thoroughly scrub, and then spray the fence with some type of repellent. Once the first dog marks the fence with their scent, everyone else will follow. Don't expect cooperation from the self-entitled dog owners who don't have the time, patience or interest in training their animals to go at the curb.

It's just as likely to be a bum.
Agree you will need something more aggressive than this. Electrify the gate?
