Well, Donald Duck has literally no hair on his head.
The artist broke his ankle jumping off the fence on to the sidewalk so it may be awhile until he finishes it. Also artist is known for using well known characters in his art but with a twist relying on 1st A to avoid copyright claims. Given it's not for commercial purposes, he can.
This is the building which is having an entire gut renovation (new owners I assume). EV Grieve I believe has not posted anything about this building yet. "hint"
