[Updated] Tompkins Square Halloween Dog Parade is rain or shine today

Given today's rain and forecast for more rain, several people have asked me if the Tompkins Square Park Halloween Dog Parade is still a go... Yes, according to the official site — rain or shine... (might need to switch to that aquatic costume theme)

The notice gave a rain date, and the forecast is rain today but not tomorrow, so I hope it's Sunday.
A lot of wonderful & heavily costumed dogs will not show in the rain.

What about cold and gloomy? The poster doesn't mention cold and gloomy.

The original poster did state a rain day of Sunday. However, the event happens TODAY RAIN OR SHINE!

Why does everyone always say "Rain OR Shine? Of course an event will go on if the sun is shining, Since when do they ever cancel an event because there aren't enough clouds in the sky? Unless it's a cloud-watching event, you can be pretty certain that an event will go on, even if the sun s shining.

I'm having visions of the crazy hat party they used to have every year at the beach club in my home town.They were a bunch of jackasses.

This event has gotten way too big for the park. They need to look into a bigger location, or if it is going to stay at the park, there has to be some crowd flow control in place. It was insane today, and it is stressful for the dogs to be stuck in crowds like that. I was afraid a person or a pup was going to get trampled.

Given that almost all of these costumes have some sort of inside reference gag thing going on, I'm just wondering if anyone can tell me what the joke is with the woman with the Corgi(s)?
Or is it just simply wysiwyg?
