It is also an issue at the EARTH School on ave B.. Garbage is a mess and takes up half the street.. They need a Container that has a cover.

Will the Sanitation Department enforcement division issue summons? It's a difficult situation on many blocks; people put out properly bagged items, and people come along and break them open (pace, I know about those who are gathering bottles and cans and live off the returned deposits). What are store owners and tenants supposed to do that they are not doing?
