Have you ever tried to reason with a person throwing scraps of bread all over the ground?
(One time I was told, "You've just never been hungry!" It's a very emotional issue for people, unfortunately, so I've pretty much given up on trying to persuade them not to feed the rats.)

You know that rats eat anything and everything, right?
Personally, I think we should acknowledge that rats are pretty damn smart and resilient and should stop trying to fight them and should do outreach and just find some way we can live together.
After all, we humans are reproducing at a crazy rate and use resources at a far higher rate per capita than rats do...they must look at us and have some issues, too.

You don't prevent rats, you can only control 'em.

Heavily fine those who feed birds and squirrels.
