Full City Council vote on resiliency plan for East River Park happens today



City Council is expected to approve the East Side Coastal Resiliency Project (ESCR), the $1.45 billion proposal to protect the East Side from future storms and rising sea levels, with a vote this afternoon. [Updated: They did.]

On Tuesday, the City Council Committee on Land Use signed off on the controversial plan that will bury/elevate East River Park by eight feet.

Also on Tuesday, City Councilmembers Carlina Rivera, Margaret Chin and Keith Powers announced an agreement with the city. You can read the lengthy City Council release here.

The activists behind East River Action were not impressed. They write:

There is little that’s reassuring in it.

For instance, the agreement includes a promise to study the feasibility of protected bike lanes to substitute for the greenway in the park. It will look into “future infrastructural reconstruction” surrounding the FDR Drive.” (Is that about covering the FDR with a park?) It “will conduct further feasibility evaluation to understand whether there is a potential for Interim Flood Protection Measures along the project area.” Once the City Council passes the flood control plan, the city has no obligation to do anything on any of those fronts.

Thursday’s vote only approves land use changes necessary to begin construction on the plan. The final design — which will include specifics about what the new flood walls, park reconstructions and gate system will look like — is expected to go before the Public Design Commission in December, those with knowledge of the plan said.

If all goes as expected, work will commence in East River Park later in 2020.

Report: Cops blame cyclist for being assaulted on his bike

A cyclist who says he was knocked off his bike while riding on First Avenue is infuriated over the NYPD's response to his assault.

Gothamist has the story of Wilfred Chan, 28, who was riding north on First Avenue Wednesday afternoon when a man, standing in the gray pedestrian median of the crosswalk at Fourth Street, forced him off his bike.

"As I was approaching, we made eye contact, and I noticed he was staring pretty intensely at me," Chan said. Chan initially had been cycling in the bike lane, but says he swerved out into the car lane to avoid pedestrians standing in the bike lane. "I was going 20 MPH so it didn't make sense to be in the bike lane," he added. "I was comfortably keeping pace with traffic, and I had the green light."

As he passed the intersection at Fourth Street, Chan says the man stepped out from the crosswalk and kicked him off his bike. He swerved left into the orange barrier between the car and bike lanes, crashed, flipped over and landed in the bike lane on his head. As a result of the fall, he was bleeding from a gash on his forehead; he injured his elbow; and his bike was mangled, with the front wheel and handle bars twisted.

Then...

By this point, a crowd of bystanders had gathered, several of whom had witnessed what happened to Chan. When the man tried to leave, Chan says some onlookers tried to keep him there, and a fight broke out, with several punches thrown. At this point, it attracted the attention of some nearby NYPD officers from the 9th Precinct.

Chan says he told them what had happened, but was met with immediate skepticism and aggressive questioning. According to Chan, the officers accused him of changing his story because he wasn't sure if the man kicked his bike or put his foot in front of the bike.

"They immediately started gaslighting me," Chan said. "They had an idea already of what happened, and anything I said did not matter. They approached with a demeanor of deep suspicion and skepticism at everything I said, I felt like I was the one being interrogated rather than the person who kicked me off my bike."

Parting thoughts...

"To me, the main point is just the utter and willful inadequacy of the police as a system for keeping the city safe for cyclists," he said. "We face terrifying threats every day just trying to get from point A to B and the city has repeatedly shown it does not give a fuck. The cops' attitude to me totally confirmed this — the fact that I was on a bike meant I had no rights. That if I got hurt, even if someone attacked me, it was my fault."

Kidical Mass ride on Saturday will help raise awareness of Avenue B bike lanes

Some East Village families are coming together on Saturday for a bike ride from Tompkins Square Park to the East River in support of the proposed Avenue B bike lane and in opposition of the current plan to close East River Park next March.

Pylons for offset crossings arrive on 1st and 2nd Avenue intersections

The city has finally finalized the offset crossings on several intersections along the First Avenue and Second Avenue bike lanes. (The markings had been in place; the plastic pylons arrived this week.)

News of the offset crossings was first announced on May 21. This after the city resurfaced First Avenue and repainted the bike lane.

As Streetsblog reported in May, the arrival of offset crossings in the East Village comes two years after the driver of a box truck reportedly made an illegal left turn turn — across multiple lanes of traffic on First Avenue at Ninth Street — and slammed into cyclist Kelly Hurley, who later died from her injuries.

Per Streetsblog:

In the aftermath of her death, advocates implored the agency to rethink its use of “mixing zones” — which force cyclists and drivers to negotiate the same space at the same time.

After Hurley’s death, Upper West Side architect Reed Rubey came up withan alternative design, which was subsequently endorsed by Manhattan Community Board 4.

Rubey’s efforts partly inspired DOT’s chosen solution: the offset intersection, which it piloted at select locations in 2017 and 2018. In September, DOT’s “Cycling at the Crossroads” report showed that cyclists felt significantly safer at intersections with offset crossings [PDF].

So far in 2019, 19 cyclists have been killed by cars or trucks on city streets.

14th Street busway free to roll on, judge says



The city may now turn parts of 14th Street into a busway with vehicle restrictions after a judge today lifted a restraining order on the redesign, according to published reports.

In late June, a coalition of Manhattan landowners used state environmental law tried to permanently stop the busway plans with a lawsuit.

West Village resident Arthur Schwartz, arguing on behalf of several block associations, claimed that the Department of Transportation’s proposed busway violated state environmental law because the agency didn’t conduct a serious assessment of the impact that banning cars from 14th Street would have on neighboring residential streets. The suit also demanded the removal of the bike lanes on 12th Street and 13th Street.

As Gothamist reported today, New York State Supreme Court Judge Eileen Rakower gave the city the OK to move forward. (And the bike lanes are staying put.)

According to Rakower, the Department of Transportation "went to great lengths to describe the consideration that went into the analysis, considering pedestrian deaths, dangerous intersections and not just the speed of the bus that is going to traverse 14th Street."

Reaction via Streetsblog:

“Today’s court decision is a huge victory for New York’s two million daily bus riders,” said Danny Pearlstein, policy and communications director for the Riders Alliance. “The 14th Street busway will provide faster and more reliable bus trips, saving precious time for tens of thousands of people who badly need it. The judge’s ruling also sets the stage for future victories and better bus service citywide.”

Analysis from Transportation Alternatives and Riders Alliance had found that rush-hour M14 bus riders spent a combined 8,654 additional hours commuting over the last month than would have been the case under the city’s plan to transform 14th Street into a busway, as amNY reported.

The busway aims to help move people during the L-train slowdown. Private through-traffic will be banned between 6 a.m. and 10 p.m. on 14th Street between Third Avenue and Ninth Avenue. Buses, trucks and emergency vehicles will be given priority in the center lanes between Third Avenue and Ninth Avenue. Cars will be allowed to make pickups and drop-offs as well as access local garages.

No word yet when the DOT will launch the busway.

3rd Avenue and 14th Street cited as one of the city's most dangerous intersections for cyclists

According to an analysis of intersections citywide, Third Avenue and 14th Street is among the most dangerous in NYC for cyclists, new research shows.

Last week, Mayor de Blasio’s announced his "Green Wave Bicycle Plan" in reaction to a recent spate of cycling deaths. (Em Samolewicz was killed Monday morning in Sunset Park, marking the 18th cyclist to die on city streets this year — eight more than all of 2018.)

The mayor's $58.4 million initiative will ramp up enforcement at the 100 most crash-prone intersections and target enforcement on highest risk activities: speeding, failing to yield, blocking bike lanes, oversized trucks/trucks off route.

Over the next five years the city will also renovate 50 intersections with turn-calming treatments and re-design areas where fatalities occur. (The city has yet to disclose those locations.)

On Monday, the data and real-estate listings website Localize.city released the results of an analysis — using public data from 2014 to 2018 — to identify which intersections have seen the most cycling injuries and fatalities during that four-year period.

Intersections in the East Village and Lower East Side represent three slots in the top 10:

“Chrystie Street has a two-way bike lane, and the lane closest to traffic rides against traffic flow, which is a huge design flaw,” says urban planner Sam Sklar of Localize.city. “It doesn’t help that Delancey Street is extremely wide, as it accommodates car and bus travel to and from the Williamsburg Bridge. Additionally there isn’t currently any bike lane on this stretch of Delancey Street.”

Report: Mayor unleashes the 'Green Wave Bicycle Plan' to address increase in cycling fatalities, make streets safer



To address the rising death toll of cyclists on city streets this year (17 so far vs. 10 all of last year), Mayor de Blasio yesterday released details on a five-year, $58.4 million plan that aims to combine design, enforcement, legislation, policy and education to make the city safer for all street users.

Here's Gothamist with the key details:

Dubbed the "Green Wave Bicycle Plan," the 24-page blueprint calls for the addition of 30 miles of new protected bike lanes each year, up from the current rate of about 20. The Department of Transportation will also begin implementing traffic calming treatments at 50 of the city's most dangerous intersections, while the NYPD's three-week campaign targeting dangerous drivers will be extended indefinitely.



The plan includes expanded NYPD enforcement:

• Under the plan, the NYPD will ramp up enforcement at the 100 most crash-prone intersections and target enforcement on highest risk activities: speeding, failing to yield, blocking bike lanes, oversized trucks/trucks off route.
• Maintain continuous citywide implementation of “Operation Bicycle Safe Passage” initiative – extending elevated enforcement of blocked bike lanes and hazardous driving violations. Since implementation of Operation Bicycle Safe Passage, NYPD has doubled enforcement of cars parked in bicycle lanes and issued more than 8,600 summons in the first three weeks of July.
• Specialized units and precincts will increase enforcement against oversized and off-route trucks.
• The NYPD also announced that supervisors would respond to collision sites to determine if the right-of-way laws should be applied — and that it would also discontinue its practice of ticketing cyclists at the site of fatal cyclist crashes.
• NYPD supports new and emerging technology for automated enforcement.

The plan doesn't mention if they'll be an educational component to curb the NYPD's tradition of blaming the victim for his or her own death on the streets, as we saw in the case of Kelly Hurley on First Avenue at Ninth Street in 2017. A detective came to the conclusion that she didn't stop in time and "slipped" under a truck — a truck failing to yield and making an illegal left turn across four lanes of traffic.

Gone green: 12th Street bike lane returns



EVG regular Greg Masters reports that the city repainted the 12th Street bike lane yesterday ...



The city milled and paved the street in early May, and finally got around to putting down a fresh coat of green paint.

This eastbound bike lane arrived last November ahead of the anticipated L-train shutdown to help alleviate anticipated commute congestion.

However, after the shutdown became the slowdown, the city announced in April that the bike lanes on 12th Street and 13th Street would remain permanent.

Reader report: Ticketed by the NYPD for double parking in bike lane during Alternate Side Parking

The city is apparently serious about issuing tickets to cars and drivers parking or stopping in bike lanes — at least temporarily.

Yesterday, an EVG reader who lives on Third Street between Avenue A and Avenue B told me that she received a $110 ticket for double parking in the newly created bike lane while waiting for the street sweeper during Alternate Side Parking.

She explained that the established practice on the block for at least the past seven years is that you double park, often even leaving your car unattended for a short period of time, and wait for the street sweeper to pass ... then you move your vehicle into a freshly swept space. It's the usual game of musical vehicles that takes place citywide on alt-parking days.

Yesterday, every car that was double parked on the block received a $110 ticket — for "double parking in a bike lane." (The ticket would have been far less expensive — $65 — had the drivers simply not moved their cars for Alternate Side Parking.) According to the resident, this was the first time — at least the past seven years — that the city ticketed drivers for such an offense during street cleaning.

The bike lane is new along here, however. In late June, the city added pavement markings and signage on Third Street between Avenue D and Second Avenue.

In response to increased road fatalities this year (an 18.3-percent increase over 2018) and including 15 cyclists, Mayor de Blasio in early July ordered the NYPD and DOT to crackdown on drivers and cars parked in bike lanes.

As Curbed noted, "The heightened enforcement seeks to target violations including speeding, running lights, not yielding to bikers and pedestrians, obstructing bike lanes, and double parking from July 1–21." (Of course, the NYPD is often the worst offenders of parking in bike lanes.)

In any event, cycling activists weren't impressed by the mayor's directive earlier this month. As Jon Orcutt of Bike NY told Streetsblog on July 2. "Treating it like a momentary aberration won’t protect cyclists in August or thereafter."

As for the resident, she wishes at the very least that the 9th Precinct would have given residents a heads up about the ticketing blitz, which will likely cease after July 21.

Local elected officials urge the DOT to explore bike lane options on Avenues A, B, C and D

The proposal for a two-way protected bike lane on Avenue B has turned into a broader exploration for better and safer passage for cyclists on Avenues A, B, C and D.

Last Wednesday, local elected officials sent a letter to Ed Pincar, the Department of Transportation's Manhattan borough commissioner, to expedite and expand on the installation of protected bike lanes on Avenues A-D "as a result of the fast approaching East River Coastal Resiliency (ESCR) Project."

Here's more from the letter:

"We would encourage you to look at Avenues A through D spanning from East Houston to 14th Street to determine the best location for a one or two-way bike lane, understanding the multiple needs of the city and the impacts these options may have for cyclists and the community.

These new protected bike lanes would serve as a vital alternative to the East River greenway, which is projected to close starting in 2020 during the ESCR project. Recent reports of cyclist accidents in the area suggest the increased safety that protected bike lanes will provide is urgently needed."




The letter was signed by Assemblymember Harvey Epstein, Congresswoman Carolyn Maloney, Congresswoman Nydia Velázquez, Manhattan Borough President Gale Brewer, State Sen. Brad Hoylman, State Sen. Brian Kavanagh, and City Councilmember Carlina Rivera.

The parent-led campaign to secure two-way bike lanes on Avenue B, an increasingly congested 14-block corridor currently without any marked paths for cyclists, began in April. Bike-lane organizers say they now have the support of nearly 30 businesses along Avenue B.

In late June, Community Board 3 passed a resolution asking city officials to study safety issues and improve bike infrastructure on Avenue B, as Patch reported.

Per that resolution:

CB3 asks DOT to conduct a safety analysis and report back to CB3 about whether it is feasible to install a two-way protected bike lane or other bicycle safety improvements along Ave B from Houston to 14th St. CB3 also asks DOT to determine where truck loading/unloading zones should be installed along Avenue B, and report back to CB3 with a proposal.

The report to CB3 should also discuss any impacts of such installations to street-side parking, teacher parking, loading zones, and overall street congestion, especially during the weekend nightlife hours.

There aren't any marked bike lanes now on Avenue B. Meanwhile, Avenues A and C have white-painted bike lanes without any separation barriers such as on First and Second avenues.

Avenue D does not currently have any markings for cyclists...


Bike advocates and elected officials have been urging the city to do more across NYC to ensure safer streets for pedestrians and cyclists — 15 of whom have been killed by drivers this year, five more than all of 2018.

Overall, there have been 110 road fatalities this year — an 18.3-percent increase over 2018, according to the DOT and as reported by Streetsblog. As of July 9, 56 pedestrians have been killed so far this year on NYC streets.

Mayor de Blasio recently ordered the NYPD and DOT to create emergency plans to protect cyclists. The DOT's plan is roughly due this coming week.

Reader reports: The NYPD forcibly stops a Citi Biker on Avenue A for his own safety

Multiple reader reports are coming in from earlier this evening about an NYPD Interceptor SUV who cut off a Citi Bike rider on Avenue A between St. Mark's Place and Seventh Street.

Several witnesses say that the NYPD pursued the Citi Biker after ran a series of red lights starting on Second Avenue and St. Mark's Place.

The video clip below captures the officer explaining the NYPD's actions.

Per the office: "At this point you are being forcefully stopped because, essentially, you are driving recklessly and refusing to stop after multiple lawful orders that you looked and acknowledged so I am going to use whatever means necessary to stop you. And that’s for your safety."


The officer saying that they "forcibly stopped" the Citi Bike rider for his safety drew laughter from onlookers.

The cyclist did not appear to suffer any injuries after being forced off the Avenue.


So far in 2019, 15 cyclists have died on NYC streets — five more than all of 2018. Earlier this week, Mayor de Blasio and the NYPD released details on a three-week initiative "aimed at reducing bike-related injuries and fatalities," per Gothamist.

The mayor had released this statement on Monday evening:

We are seeing a dangerous surge in cyclist deaths on our streets, and we are taking action. I have directed the NYPD to immediately launch a major enforcement action that will encompass every precinct and crack down on dangerous driving behavior like parking in bike lanes.

At the same time, I have charged the Department of Transportation with developing a new cyclist safety plan to make biking in our city safer. No loss of life on our streets is acceptable. Last year was the safest year on record — and we have to keep pushing the envelope and increasing our efforts until we achieve Vision Zero.

As one witness told us about this evening's police action: "The NYPD using their vehicle as a weapon on a bicycle adds another element to the unsafe conditions for cyclists in NYC."

EVG Etc.: City finally vowing to (temporarily) do something about reckless drivers

Now that 15 cyclists have been killed by cars or trucks on NYC streets already this year (up from 10 all of 2018), the NYPD yesterday announced that it is launching a citywide bicycle safety plan.

Per The Wall Street Journal:

Officers will step up enforcement of vehicles that speed, run red lights or fail to yield to pedestrians, NYPD officials said. They will also increase the ticketing of drivers who are texting or talking on their phone without a headset, the officials said.

NYPD Commissioner James O’Neill also said at an unrelated press conference Tuesday that officers will also make sure bike lanes are clear of vehicles, especially police cars. Officers caught using bike lanes illegally may face a variety of internal administrative consequences, such as a reprimand from a supervisor or a disciplinary letter, he said.

And...

“We absolutely have an emergency on our hands,” Mayor Bill de Blasio said Monday night during a television interview.

The enforcement will run through July 21.

The NYPD's MO has been to ticket cyclists instead of drivers in areas where a fatality occurred.

Chaim Joseph, a 72-year-old East Village resident, was one of the 15 cycling victims this year. He was struck by a private oil truck shortly before 6 a.m. on Feb. 4 while he was riding in the bike lane near the intersection of Eighth Avenue and West 45th Street.

The NYPD arrested 56-year-old Queens resident Kenneth Jackson, who worked for Brooklyn-based Approved Oil company. Jackson was charged with failure to yield and failure to exercise due care. He faces a maximum of 30 days in jail — although such sentences are rare, as Streetsblog noted.

M14 SBS routes debut today; 14th Street busway now on hold



Starting today, the MTA is instituting Select Bus Service along the notoriously sluggish M14A and M14D lines, as we've been reporting.

So moving forward, passengers can enjoy all-door boarding and off-board fare payments. You've likely seen the new self-serve ticket kiosks along the route. The kiosks also provide handy beverage holders...



To also help speed up travel times, the MTA eliminated 16 stops (down from a proposed 22) along the M14A and M14D routes. You can visit this MTA site for the new route map and info on how to pay the fare on SBS routes.

Several stops along the route were also moved as a result of the cuts. For instance, the southbound M14A stop on the lower part of Avenue A is now directly in front of Boulton & Watt (the taxi relief stand relocated around the corner)...



And we've already heard from a few readers who pointed out that this stop might be a tight fit for passengers entering and exiting buses, having to navigate space with pedestrians as well Boulton & Watt sidewalk cafe patrons...



A little further north on Avenue A, the stop on the west side between Fifth Street and Sixth Street...



... is now between Fifth Street and Fourth Street...

Meanwhile, the car-free busway set to debut today on 14th Street between Third Avenue and Ninth Avenue is now on hold.

Per Gothamist:

In a temporary restraining order issued on Friday, New York Supreme Court Justice Eileen Rakower ruled that the Department of Transportation had failed to provide sufficient evidence that the new street design did not warrant an environmental review.

The 18-month pilot program, which had broad support from transit advocates, would have restricted private through traffic in both directions between 3rd and 9th Avenues, with the goal of speeding up the notoriously slow 14th Street buses. Paired with the long-awaited arrival of Select Bus Service in the area, the city estimated that bus speeds would improve by as much as 30 percent for 27,000 daily riders.

Last week, the West Village and Chelsea block associations filed a lawsuit claiming that the vehicle restrictions would cause a nightmare of spillover traffic on side streets.

Arthur Schwartz, a frequent opponent of bus and bike lanes who filed the lawsuit on behalf of the community groups, told Gothamist on Friday that he was "feeling happy for my kids who aren't going to have traffic jams outside their windows every day, and for me. I guess my lungs matter too."

As the Post noted, transit advocates ridiculed Schwartz as an out-of-touch "wealthy property owner" who doesn't "understand the needs of the 27,000-plus people who take 14th Street buses each day."

“This sort of small-minded and self-interested behavior has degraded the public transit system to the sorry state it is in today,” said Transportation Alternatives Advocacy Director Tom Devito.

Your chance to hear about the proposed bike lane for Avenue B

Updated 6/20: Community Board 3's Transportation, Public Safety, & Environment Committee unanimously voted in favor of asking the DOT to report back on the feasibility of bike lanes on Avenue B.

As we first reported on April 15, a movement is underway to secure bike lanes on Avenue B, an increasingly congested 14-block corridor currently without any marked paths for cyclists such as on Avenue A and Avenue C.

You can hear more about the proposal tonight during a presentation before Community Board 3's Transportation, Public Safety, & Environment Committee. The meeting starts at 6:30 at the University Settlement, Houston Street Center, 273 Bowery.

Avenue B bike-lane organizers are hopeful that the CB3 committee will recommend further study by the DOT.

Per organizers:

We need your support at this meeting to send the message that our community needs to prioritize street safety, bike lanes and green infrastructure over space for cars! The East River Greenway will be closing for three years next Spring, and our community needs a protected space for bike riding in the Lower East Side!

Some background: The idea came about via parents who bike their children to area schools — including the East Village Community School, the Children's Workshop School, Tompkins Square Middle School, the Earth School and East Side Community High School.

Resurfaced roadways on 1st Avenue and 2nd Avenue to have offset crossings



As you've likely noticed, the city has resurfaced parts of First Avenue (above!) and Second Avenue in recent weeks... (top two photos via Vinny & O)



The DOT has now added the markings to the roadway for the crosswalks, bike lanes, etc...









With the resurfacing comes an important change at intersections to make them safer for pedestrians and cyclists. The city is adding offset crossings, like you'll find on Fourth Avenue at 13th Street ...



As David Meyer reported last week at Streetsblog, the arrival of offset crossings in the East Village comes two years after the driver of a box truck reportedly made an illegal left turn turn — across multiple lanes of traffic on First Avenue at Ninth Street — and slammed into cyclist Kelly Hurley, who later died from her injuries.

Per Streetsblog:

In the aftermath of her death, advocates implored the agency to rethink its use of “mixing zones” — which force cyclists and drivers to negotiate the same space at the same time.

After Hurley’s death, Upper West Side architect Reed Rubey came up withan alternative design, which was subsequently endorsed by Manhattan Community Board 4.

Rubey’s efforts partly inspired DOT’s chosen solution: the offset intersection, which it piloted at select locations in 2017 and 2018. In September, DOT’s “Cycling at the Crossroads” report showed that cyclists felt significantly safer at intersections with offset crossings [PDF].

On Sunday, the Post, citing NYPD data, reported that "traffic crashes have already killed 71 people this year, up from 58 during the same time period in 2018 — a 22 percent surge."

In total, 39 pedestrians and 10 cyclists have been killed by cars or trucks on city streets this year. (There were 10 cyclists killed in all of 2018.) Drivers or passengers in vehicles accounted for the other 22 fatalities on city roads.

Parents, students ride together in bid for 2-way protected bike lane on Avenue B

Members of the East Village biking community along with street safety advocates came together yesterday morning to make their case for a protected two-way bike lane on Avenue B.


As the #BikeAveB petition notes:

Despite being a narrow avenue, Avenue B allows two-way travel for cars, but has no dedicated lanes for anybody who wants to ride a bicycle. Yet parents and neighbors alike are already choosing to ride down this unsafe corridor.

To make the problem worse, trucks and commercial vehicles have no curbside loading zones. Every day we see them double-parking in order to make deliveries to the dozens of small businesses along Avenue B.

We need a safe, two-way protected bike lane on Avenue B, complete with pedestrian safety improvements!

On June 19, East Village parent Choresh Wald, who helped launch the initiative, will make the case for the bike lanes before Community Board 3's Transportation, Public Safety, & Environment Committee. The meeting starts at 6:30 at the University Settlement, Houston Street Center, 273 Bowery.

A ride to raise awareness for a protected two‑way bike lane on Avenue B



Tomorrow morning, a group of neighborhood parents and their children will gather for a bike ride to school... in show of support for a protected two‑way bike lane on Avenue B.

As we first reported on April 15, a movement is underway to secure bike lanes on Avenue B, an increasingly congested 14-block corridor currently without any marked paths for cyclists such as on Avenue A and Avenue C.

The idea came about via parents who bike their children to area schools — including the East Village Community School, the Children's Workshop School, Tompkins Square Middle School, the Earth School and East Side Community High School.

As for tomorrow (Monday) morning, there are now two start locations — Grand and Clinton and the Stuy Town-14th Street loop just north of Avenue B.

The 12th Street bike lane will return



An EVG reader reports that workers tore up 12th Street last night ... the reader, who sent the above photo, noted this between Avenue B and First Avenue. Gone for now is the bike lane that arrived back in the fall.

And we heard from other readers who were confused about what's happening here. After all, the city announced last Thursday that the 12th Street and 13th Street bike lanes would remain despite the full L-train shutdown called off by Gov. Cuomo in early January. Did the city change its mind?

Via Twitter, the DOT said the painted bike lanes will return...
